NVVN Invites Bids For 1,889 kW Rooftop Solar Project At PGI-Chandigarh

NTPC Vidyut Vyapar Nigam Limited (NVVN), a wholly owned subsidiary of NTPC Limited, has invited online bids for the development of a 1,889 kW grid-connected rooftop solar power project at the Postgraduate Institute of Medical Education and Research (PGI), Chandigarh. The tender has been issued through domestic competitive bidding under bidding document number NVVN/C&M/2026-27/RE-542. The project aims to establish rooftop solar generation infrastructure at the institute through the appointment of an eligible engineering, procurement and construction (EPC) contractor.

The selected contractor will be responsible for the complete execution of the rooftop solar project, covering design, engineering, supply, installation, testing and commissioning. The scope also includes the operation and maintenance (O&M) of the installed solar power system for a period of 10 years. This long-term maintenance requirement is intended to support the continued operation of the project after commissioning.

In addition to the core project execution activities, the appointed contractor will be required to obtain all necessary permits, licences and regulatory approvals. These responsibilities include securing net metering approvals required for the grid-connected rooftop solar installation. The contractor must ensure that the project is implemented in accordance with the applicable technical requirements and the conditions specified in the tender documents.

Participation in the bidding process is restricted to bidders enlisted as eligible contractors with NVVN. Eligible participants must also fall under the Class-I or Class-II local supplier categories, in accordance with the tender’s specified requirements. The eligibility conditions are intended to ensure that participating companies meet the prescribed requirements for local suppliers and are qualified to undertake the project.

A mandatory site survey has been prescribed for all bidders before submitting their offers. Participants must inspect the project site and submit a formal undertaking confirming the site visit on their company’s letterhead. Failure to provide this undertaking may result in outright rejection of the bid. Bidders are therefore required to complete the site inspection and comply with the documentation requirements before submitting their proposals.

The tender also requires each bidder to furnish an Earnest Money Deposit (EMD) of ₹10 lakh as bid security. The amount can be submitted through electronic fund transfer (EFT) or an electronic bank guarantee (e-BG) using the National e-Governance Services Limited (NeSL) platform. The EMD is a mandatory component of the bid submission process and must be provided in accordance with the tender conditions.

The bidding information does not specify a separate Performance Bank Guarantee (PBG) amount in the available document text. Bidders will need to refer to the complete bidding documents for the applicable performance security requirements and other contractual obligations.

The key tender milestones, including the issuance of the Invitation for Bids, the deadline for submitting bidder queries, the commencement and closing of bid submissions, and the opening of techno-commercial bids, are to be followed as published in the Notice Inviting Tender on NTPC’s electronic procurement portal. The calendar dates are not explicitly stated in the available document text. Bidders can check the official portal at https://eprocurentpc.nic.in/ for the applicable schedule and updates. No pre-bid conference is planned for this tender.

Through this procurement, NVVN is seeking an eligible contractor to deliver the rooftop solar installation and provide long-term maintenance at PGI-Chandigarh. The project combines infrastructure development with a decade-long O&M commitment, placing responsibility for installation, regulatory compliance and continued system performance on the selected EPC contractor.
