TGREDCO Issues 2,000 MW FDRE-RTC Renewable Energy Tender In Telangana

The Telangana Renewable Energy Development Corporation Limited (TGREDCO) has issued a Request for Selection (RfS) to procure 2,000 MW of Firm and Dispatchable Renewable Energy Round-the-Clock (FDRE-RTC) power on behalf of Telangana’s distribution companies (TGDISCOMs). The tender invites Renewable Energy Power Developers (RPDs) to supply electricity from projects located anywhere in India under a tariff-based competitive bidding process.

The tender, bearing reference number TGREDCO/Plg/PP/2026-27/003, was issued on October 13, 2026. It is listed on the electronic tendering portal under search code TGREDCO-2026-TN000006. Interested developers can access the tender documents, pre-bid meeting details and submission deadlines through the ISN-ETS portal and the official TGREDCO website.

Under the tender, successful bidders will enter into Power Purchase Agreements (PPAs) for a period of 25 years from the Scheduled Commencement of Supply Date (SCSD). The procurement is designed to combine renewable energy generation with energy storage systems to support firm and dispatchable electricity supply. The arrangement is intended to help meet the power requirements of Telangana’s distribution companies through renewable energy projects capable of delivering electricity according to the contracted supply requirements.

The projects will be developed under the Build-Own-Operate (BOO) model, under which selected developers will be responsible for developing, owning and operating the projects. The tender mandates the integration of Energy Storage Systems (ESS) with renewable energy sources. Developers can offer a minimum contracted capacity of 50 MW and a maximum of 1,000 MW under the bidding framework.

The cost of the Request for Selection document has been fixed at ₹50,000, excluding applicable Goods and Services Tax (GST). Bidders must also submit an Earnest Money Deposit (EMD) based on the contracted capacity and the provisions specified in the tender documents.

The EMD is calculated at ₹20,000 per MW of quoted contracted capacity, subject to a maximum of ₹20 lakh, with applicable GST. An alternative calculation based on installed capacities is also provided. Under this formula, the EMD is calculated using ₹9.68 lakh per MW of solar capacity, ₹13.68 lakh per MW of wind or other renewable energy capacity, and ₹2.40 lakh per MWh of energy storage capacity. The deposit can be submitted through a Bank Guarantee, Payment on Order Instrument or Insurance Surety Bond.

Successful bidders will also be required to furnish a Performance Bank Guarantee (PBG) before signing the PPA. The guarantee must remain valid until nine months after the SCSD. Its amount will be determined using the rated capacities of the proposed solar, wind or other renewable energy sources and energy storage systems, at the rates specified in the tender.

The bidding process will follow a single-stage, two-envelope system, comprising techno-commercial and financial bids. Eligible bidders will subsequently participate in an electronic reverse auction (e-RA) to determine competitive tariffs.

Through this procurement, TGREDCO aims to facilitate the selection of developers capable of delivering long-term, storage-integrated renewable electricity to Telangana’s distribution companies. The tender provides an opportunity for renewable energy developers to participate in a large-scale FDRE-RTC procurement programme with a 25-year power supply agreement.
