The Telangana Renewable Energy Development Corporation Limited (TGREDCO) has invited bids for setting up 3,000 MW of Inter-State Transmission System (ISTS)-connected solar photovoltaic (PV) power projects paired with 1,000 MW / 6,000 MWh of Energy Storage Systems (ESS) across India. The projects will be developed on a Build-Own-Operate (BOO) basis, with electricity generated from the facilities procured by Telangana distribution companies (TGDISCOMs) under long-term power purchase agreements (PPAs) for 25 years.
TGREDCO issued the Request for Selection (RfS) on October 13, 2026, inviting eligible renewable energy developers to participate in the competitive bidding process. The tender aims to facilitate the development of large-scale solar generation capacity integrated with energy storage infrastructure to support electricity supply requirements.
Under the tender conditions, interested bidders must pay a non-refundable RfS document fee of Rs. 50,000, along with applicable Goods and Services Tax (GST). In addition, bidders are required to submit a bid processing fee of Rs. 20,000 per MW, plus applicable GST, along with their bid responses. The total bid processing fee is capped at Rs. 20 lakh, excluding GST.
The tender also specifies financial security requirements for participating developers. Bidders must furnish an Earnest Money Deposit (EMD) of Rs. 15.93 lakh per MW per project. The EMD can be submitted through a Bank Guarantee, Payment on Order Instrument (POI), or an Insurance Surety Bond, as permitted under the tender provisions.
Following the selection process, successful bidders will be required to submit a Performance Bank Guarantee (PBG) or an equivalent permitted financial instrument at the rate of Rs. 39.82 lakh per MW per project. This security must be furnished before signing the power purchase agreement with the procuring entities.
In addition to the bid-related fees and financial guarantees, selected developers must pay success charges of Rs. 1 lakh per MW, along with applicable taxes, to TGREDCO.
The tender combines utility-scale solar PV generation with energy storage capacity, providing for 6,000 MWh of storage alongside 3,000 MW of solar projects. The proposed configuration is intended to support the integration of renewable electricity into the power system while improving the ability to manage variations in solar generation. The detailed technical requirements, project implementation conditions, and other obligations will be governed by the RfS document and associated tender provisions.
TGREDCO has indicated that the pre-bid meeting will be conducted according to the schedule provided in the Notice Inviting Tender (NIT), available on the ISN-ETS portal and the corporation’s official website. The bid submission deadline and the opening date for techno-commercial bids will also be as specified in the NIT published on the ISN-ETS portal.
Interested developers are required to review the official tender documents for eligibility criteria, submission procedures, project requirements, and the applicable timelines before participating in the bidding process.
