Chennai Port Authority has invited online bids to select a Renewable Energy Service Company (RESCO) or project developer for setting up a 2 MW grid-connected rooftop solar photovoltaic power plant at its premises. The project will be developed under the Renewable Energy Service Company model through tariff-based competitive bidding and will include the design, engineering, supply, erection, testing, commissioning, operation and maintenance of the solar installation for 25 years.
The proposed rooftop solar power plant will be installed on four Export-Import (EXIM) godowns owned by Chennai Port Authority. The initiative aims to reduce the port’s dependence on electricity supplied by the grid and distribution utility, lower power procurement costs over the long term and improve the reliability of its electricity supply. The project will also enable the port authority to claim eligible environmental benefits, including renewable energy certificates and carbon credits, subject to applicable regulations.
The estimated cost of the project has been set at Rs. 12 crore. The tender follows a two-cover bidding system, comprising techno-commercial and financial bids. The successful bidder will be selected based on the lowest evaluated fixed tariff, subject to a maximum permissible tariff of Rs. 4.50 per unit of electricity. This competitive bidding mechanism is intended to identify a suitable developer capable of delivering the project at a competitive rate while meeting the specified technical and commercial requirements.
The tender requires bidders to submit an Earnest Money Deposit (EMD) of Rs. 24 lakh, equivalent to 2% of the estimated project cost. The amount must be provided as bid security in favour of the Chairman, Chennai Port Authority, payable at Chennai. The selected developer will also be required to furnish a Performance Bank Guarantee of Rs. 60 lakh, representing 5% of the estimated project cost.
The tender document download process commenced on October 16, 2026. Interested bidders can submit written clarification queries until October 23, 2026, at 10:30 hours. The pre-bid conference is scheduled for the same day at 11:00 hours at the Chief Mechanical Engineer’s Conference Room or through video conferencing.
The last date for downloading the tender document and submitting bids is November 6, 2026, at 15:00 hours. The technical bids will be opened on November 7, 2026, at 15:30 hours. The financial bids of technically qualified participants will be opened on a date to be announced separately through the e-procurement portal. Bids will remain valid for 120 days from the technical bid opening date.
The selected developer will have 180 days from the issuance of the work order to complete design, engineering, supply, installation, testing and commissioning, followed by an additional 30 days to achieve the commercial operation date. The project will then enter its 25-year operational phase. Bids must be submitted online through the Central Public Procurement Portal.
