Solar Energy Corporation of India Limited (SECI) has invited tender for 2000 MW ITS-connected solar PV power projects in India under tariff-based competitive bidding on “Build Own Operate” (B-O-O) basis for 25 years.
Land, connectivity and long term open access shall be in the scope of the Solar Power Developer(SPD).SPD shall set up solar PV projects including the dedicated transmission network up to the Interconnection/ Delivery Point. All approvals, permits, and clearances required for setting up the Project and/ or dedicated transmission network up to interconnection/ delivery point (including connectivity and LTA) including those required from State Government and local bodies shall be in the scope of the SPD.
A pre-bid meeting is scheduled on 08.04.2020 at 14:30 hrs in the office of SECI. The last date of bid submission is 05.05.2020 at 18:00 hrs.
To participate in this bid Tender Fee of Rs. 29,500/- should be paid by the bidder and Earnest Money Deposit (EMD) of INR 4 Lakh/ MW per Project should be submitted in the form of Bank Guarantee which should be valid for 09 months from the last date of bid submission.
The net worth of the Bidder to participate should be equal to or greater than INR 80 Lakhs per MW of the quoted capacity and annual turnover should be of INR 41.45 Lakhs/ MW during the previous financial year. Internal resource generation capability of the bidder in the form of Profit Before Depreciation Interest and Taxes (PBDIT) should be Rs 8.30 Lakhs/ MW and Line of Credit(LOC) should be of Rs. 10.36 Lakhs/ MW.
Performance bank guarantee of Rs. 8 Lakh/ MW should be submitted, by selected bidders within 70 days of issuance of Letter of Award (LoA) or before signing of PPA, with a validity period of 27 months from the Effective Date of the PPA.
Bidders should also submit Rs. 5 Lakh +18% GST for each project from 50 MW up to 90 MW capacity and Rs. 15 Lakh + 18% GST for each project from 100 MW and above capacity, to be submitted either through NEFT/RTGS transfer. Successful bidder shall have to pay INR 1.00 Lakh/ MW/ Project + 18% GST as pre-commissioning and commissioning expense and before the declaration of commissioning of the first part capacity of the Project, the SPD shall furnish a Payment Security Deposit (PSD) @Rs. 5 lakh/MW/Project.
The Bidders shall declare the annual CUF of the projects at the time of submission of the response and the declared annual CUF shall in no case be less than 17%. The Projects shall achieve Financial Closure within 12 (twelve) months from the effective date of the Power Purchase Agreement (PPA) and Scheduled Commissioning Date (SCD) for commissioning of the full capacity of the project shall be the date as on 18 months from the Effective Date of the PPA.
Eligibility criteria for bidder are: the company should not be a wilful defaulter to any lender and that there is no major litigation pending or threatened against the bidder or any of its affiliates which are of a nature that could cast doubt on the ability or the suitability of the bidder to undertake the project. It has been highlighted that the Limited Liability Partnership (LLPs) are not eligible for participation.
Single-stage, Double envelope bidding followed by e-Reverse auction followed by L-1 matching will be adopted. The minimum Project capacity shall be 50 MW and the maximum capacity shall be 300 MW. The total capacity to be allocated to a Bidder including its parent, affiliate,ultimate Parent or any group company shall be up to 2000 MW. The project capacity shall remain in multiples of 10 MW And the minimum voltage level for a single block shall be 33 kV.
The document also stated that MSMEs (Micro, Small and Medium Enterprises) registered under NSIC/DIC/Udyog Aadhar are exempted from submission of tender processing fee & Earnest Money Deposit (EMD).
Recently SECI has issued a tender for a 34 MW solar PV power plant at the Singareni Collieries Company Limited in Telangana(SCCL).20 April 2020 is the last date for bid submission and the techno-commercial bids will be opened on the same date. To address the concerns raised by the prospective bidders, a pre-bid meeting has been scheduled for 30 March 2020.
SECI has also Announced 81 MW Tenders In Telangana. The first tender was of 34 MW (AC), the second tender was 32 MW (AC)and the third tender was 15 MW (AC) at Singareni Collieries Company Limited, Telangana.
