The National Thermal Power Corporation Limited(NTPC), A Government Of India Enterprise invites online bids from eligible bidders on Single Stage Two Envelope Basis (i.e. Envelope-I: Techno-Commercial Bid and Envelope-II: Price Bid) with Reverse Auction for SCADA(Supervisory Control and Data Acquisition) and WMS (Weather Monitoring Station) package for Solapur solar PV project in Maharashtra.
The scope of work for the bidders includes the following equipment including applicable tests as per specifications. 1. Supply, installation, and commissioning of redundant RTU/DDC/PLC Based SCADA with Software, 1 OWS cum EWS, 1 OWS,1 B&W Printer at main control room with RTU/ Remote I/O at Inverter Location and Ring network with all accessories, Panel, LIU, Power supplies, etc. 2. Supply and laying of communication and instrumentation cable 3. Supply and installation of Weather Monitoring System consisting as per the specification 4. Supply & installation of Microprocessor-based Fire Alarm Panel with 5 Nos. multisensor smoke detector in the rooms buildings defined in the specification. 5. Providing licenses for Remote Monitoring of SCADA 6. One year Annual Maintenance Contract
The last date of downloading bidding documents is 11.05.2020. Pre Bid Conference and Last Date for receipt of queries from prospective Bidders is 14.05.2020. Last Date and Time for receipt of bids comprising both Techno-Commercial Bid and Price Bid is 28.05.2020 14:00:00 (IST).Time of opening of Techno-Commercial Bid is 28.05.2020 14:30:00 (IST)Date and Time of start of Reverse Auction Shall be Intimated separately by NTPC
Along with the bids, bidders are requested to pay INR 1125 as Cost of Bidding Documents and also all bids must be accompanied by Bid Security for an amount of INR 1,00,000/- The document stated that prospective bidders shall be required to provide a GSTIN number at the time of purchase of bidding documents.
To participate in this bid, bidder must have supplied and commissioned RTU\PLC\DCS based SCADA to Solar PV plant of 18 MW or above capacity, which must have been in successful operation for at least one year before the date of techno-commercial bid opening. The average annual turnover of the Bidder, should not be less than INR 67 Lakhs during the preceding three completed financial years as on date of techno-commercial bid opening. Net Worth of the Bidder as on the last day of the preceding financial year should not be less than 100% of bidder’s paid-up share capital.
The document highlighted that bids shall be submitted online and bidders shall furnish Bid Security, Pass Phrase and Power of Attorney separately offline before the stipulated bid submission closing date and time.
The document added that In case the Bidder is not able to furnish its audited financial statements on a standalone entity basis, the unaudited unconsolidated financial statements of the Bidder can be considered acceptable provided the Bidder further furnishes the following documents on the substantiation of its qualification: a) Copies of the unaudited unconsolidated financial statements of the Bidder along with copies of the audited consolidated financial statements of its Holding Company. b) Certificate from the CEO/ CFO of the Holding Company, as per the format enclosed in the bidding documents, stating that the unaudited unconsolidated financial statements form part of the consolidated financial statement of the Holding Company.
Recently, The National Thermal Power Corporation Limited (NTPC) has issued a notice regarding the extension of bid submission for the selection of solar power developers to install 1200 MW Interstate Transmission System (ISTS)-connected solar PV power projects in India. The last date for the submission of bids is extended from 19th March 2020 to 28th May 2020 and the date scheduled for the pre-bid conference is 12 May 2020. To be eligible to take part in the international competitive bidding process bidders must have a net worth of Rs.8 million as of the last financial year and should have a minimum annual turnover of Rs. 4.14 million.
Recently, Tata Power Solar, an integrated solar company and a wholly-owned subsidiary of Tata Power said it has received the Letter of Award (LoA) to build the 300 MW under the CPSU-II scheme for NTPC at an all-inclusive price of Rs 1,730.16 crore. The company had bagged the order in a post reverse auction held on February 21. The Commercial Operation Date (COD) for this grid-connected solar photovoltaic project is set for September 2021 (18 months). It claims that with this order, the order book of Tata Power Solar stands at approximately Rs. 8541 crore including external and internal orders.
