Mizoram Issues RFS For 500 kW Grid connected Rooftop Solar

The Power and Electricity Department, Government of Mizoram, has issued Request for Selection (RfS) Document for Empanelment of Developers for 500 kWp Grid connected Rooftop SPV Power Plants in different locations for Residential Sector in the state of Mizoram.


The scope of work includes Design, Manufacture, Testing, Supply, Installation & Commissioning of Grid-connected Rooftop SPV Power Plants Including five years Comprehensive Maintenance Contract (CMC).

The last date for the submission of online bids is 21.05.2020 up to 4:00 PM and the Technical Bid Opening Date is 22.05.2020 at 11:00 AM. A pre-bid meeting is scheduled on 15.05.2020 at 11.30 A.M. 

The Estimated cost of the project is Rs. 2.95 crores and Period of empanelment is 12 Months.

Along with the bids, the bidder should submit a document fee of Rs. 10,000/- and it is stated that the document fee is exempted for MSME of Mizoram. The bidders will have to also submit earnest money deposit (EMD)of

Rs 5 Lakhs. It has been highlighted that the tender Fee and Earnest Money Deposit (EMD) must be submitted between all working days till 21/05/2020 by 04.00 PM.

The capacity is divided into two parts: 400 kWp for Tender Category and 100 kWp for Open Category/New Entrepreneur of Mizoram). General Category Bidders are allowed to quote between Maximum 100 kWp and Minimum 50 kWp.

To be eligible for this bid, the bidder should have designed, supplied, installed & commissioned at grid-connected Solar PV Power Projects having a cumulative aggregate capacity not less than 50kWp which should have been commissioned before Techno-Commercial Bid opening date.

The bidder should also have a minimum average annual turnover(MAAT) of Rs. 15,000/kW for the last three years and Micro, Small, and Medium Enterprises (MSMEs) of Mizoram, the bidder should have an average annual turnover of Rs.5,000 /kW derived from the last three financial year.

It has been noted in the document that that the subsidy for GCRT Power Plants of Residential Electricity Consumers, will be as per CFA under MNRE Phase II and 80% of the subsidy amount would be released after successful commissioning and acceptance of the project, balance 20% would be released after one year after successful O&M of the project.

In December,The Power and Electricity Department, an undertaking of the Government of Mizoram issued a Request for Selection (RfS) for setting up 20 MW of solar power projects at Vankal Solar Park, Khawzawl in Champhai district of the state. The tender has been issued under the global competitive bidding. The scope of work includes setting up the solar PV project, including the transmission network up to the delivery point. The selection of the project would be technology agnostic within PV technology and crystalline silicon or thin-film or CPV solar panels with or without trackers can be used in the projects. As per the tender document, there are four plots of 5 MW each, and the prospective bidders can submit a single bid for a minimum of one plot or may participate in all four plots.
