
MNRE Issues List of Approved Models & Manufacturers of Solar Modules
Ministry of New and Renewable Energy released the approved list of models and manufacturers (ALMM) to be used for its projects. The ALMM list includes 23 manufacturers and their vetted modules which will be eligible for use in Government projects, schemes, bids which are out on or after 10th April 2021 as per the notification. In June 2020, R.K. Singh, Power and Renewable Energy Minister had said that the approved list of models and manufacturers was set to announced in September and implement from October. Such a provision was long waited by the Indian domestic manufacturing industry. The ALMM decision just comes next day after the announcement of imposition of 40% BCD on Modules and 25% Solar Cells. It’s yet another boost for India’s domestic solar manufacturing industry.

The National Capital Region Transport Corporation Ltd. (NCRTC) has invited open e-bids (Electronic Bid) (Manual bid are not permitted) on Local Competitive Bidding (LCB) under single stage two packet system for Design, Engineering, Supply, Installation, Testing, Commissioning and Comprehensive Operation & Maintenance of Roof Top Solar PV Project and associated support structure works on RESCO Model for a Period of 25 Years in Delhi-Ghaziabad-Meerut RRTS Corridor of NCRTC.

India Announces 40% BCD On Solar Modules, 25% On Solar Cells From April 2022
MNRE announced that it’s proposal to impose BCD on solar cells and modules (without grandfathering of bid-out projects) has been agreed to by the Ministry of Finance.
– BCD on Solar Modules wef 01.04.2022 = 40%
– BCD on Solar Cells wef 01.04.2022 = 25%
The Ministry of Finance has also advised that the customs notification in this regard shall be issued at an appropriate time. The announcement also mentioned “In view of above, the undersigned is directed to inform all RE implementing agencies and other stakeholders, to take note of above trajectory and to include provisions in their bid documents, so that bidders take the trajectory into account while quoting tariffs, in all bids where the last date of bid submission is subsequent to this GM. In all such bids, the imposition of BCD as per above trajectory shall not be considered as change- in-law.“

MNRE Issues Amended Draft Policy for DRE Livelihood Applications
The Ministry of New and Renewable Energy (MNRE) has issued a revised draft policy framework for Decentralised Renewable Energy (DRE) livelihood application to Scale-up the currently available DRE livelihood applications and to Support development of new DRE livelihood applications. DRE-powered livelihood solutions have the potential to reduce and eventually eliminate the reliance of livelihoods on diesel and can supplement the grid supply. The ministry has invited comments/suggestions from stakeholders on the draft framework with a deadline of March 23, 2021. Livelihood applications powered by mini/micro-grids would also form part of the scope of this policy, provided such livelihood appliances are energy efficient. SNAs may form a State Implementation Cell for DRE based livelihood applications bringing the State Departments engaged in the implementation of such applications on the common platform.

Only Class-I local suppliers are eligible to participate in this tender, as defined in the bidding documents/Public Procurement (Preference to Make in India), Order 2017 and its subsequent amendments/ revisions issued by DPIIT. The bidders may apprise themselves of the relevant provisions of bidding documents in this regard before submission of their bids. The local content requirement to categorize a Bidder/Supplier as ‘Class-I local supplier’ is minimum 50%.
