The Solar Energy Corporation of India (SECI) has floated 1,200 MW ISTS-connected (Interstate transmission system) solar tender for (Tranche X) in Karnataka under Tariff-based competitive bidding.
Connectivity and Long-Term Open Access shall be in the scope of the Solar Power Developer.
Prospective bidders are requested to remain updated for any notices/ amendments/ clarifications etc. to the RfS documents through SECI’s website as no separate notification will be issued.
Date of pre-bid meeting (to be conducted online): 26th July, 2021 (2:00 PM IST)
The last date to submit bids is Friday, September 3, 2021, and bids will be opened on September 8.
A single bidder can quote for a minimum quantity of 50 MW and a maximum quantum of 1200 MW. The Projects should be quoted in multiples of 10 MW only.
Bid Processing Fees will be Rs. 5 Lakh +18% GST for each project from 50 MW upto 99 MW and Rs. 15 Lakh + 18% GST for each Project from 100 MW and above.
EMD Amount of INR 4,00,000/- per MW per Project to be submitted in the form of Bank Guarantee/Payment on Order Instrument, along with the Response to RfS. To participate in the bidding process, the bidder’s net worth should be at least Rs 80 lacs /MW of the quoted capacity as on the last day of the previous financial year. An approval letter from lending institutions for a line of credit for at least Rs 10.3 lacs /MW of the quoted capacity for working capital will be needed.
The standard 25 year PPA with SECI comes with the projects for the winning bids.
SECI and state agency Karnataka Solar Power Development Corporation Limited (KSPDCL) will facilitate the successful bidders to acquire land on sub-lease basis from KSPDCL. Further, once LoAs are issued, KSPDCL will start the action to leasing land and sign agreements with farmers @ Rs. 25000/Acre+5% escalation once in every 2 years. The above lease charges will be paid by the SPD to KSPDCL upon handing over of the land identified for the Project. Land area will be provided to the SPDs @4acres/MW.
