MNRE Further Updates ALMM List

On 4 March 2022, Ministry of new and renewable energy (MNRE) has released its updated ALMM (Approved list of module manufacturers) list for domestic manufacturers in India.

The latest list includes a total of 46 firms listed.

New entrants include ECE Energies Private Limited (50 MW), Rayzon Green Energies (200 MW), Lubi Electronics (125 MW), Kosol Energie Private Limited (171 MW) and Citizen Solar Private Limited for (50 MW) capacity.

Earlier in January this year MNRE had issued amendments to the list. Only the models and manufacturers included in the ALMM list would be eligible for use in government projects, government-assisted projects, projects under government programs, open access, and net metering projects installed in the country.

The ministry has made a specific change in a key provision of its original order, with provision 3 changed as under.

โ€œAccordingly, the Ministry has decided to enlist the eligible models and manufacturers of solar PV cells and modules complying with the BIS Standards and publish the same in a list called the โ€œApproved List of Models and Manufacturersโ€ (ALMM).

Only the models and manufacturers included in this list will be eligible for use in Government Projects/ Government assisted Projects/ Projects under Government Schemes & Programmes/ Open Access I NetMetering Projects, installed in the country, including Projects set up for sale of electricity to Government under the Guidelines issued by Central Government under section 63 of Electricity Act, 2003 and amendment thereof. The word โ€œGovernmentโ€ shall include Central Government, State Governments, Central Public Sector Enterprises, State Public Sector Enterprises and, Central and State Organisations/ Autonomous bodies.โ€

It is also clarified that โ€œProjects under Government Schemes & Programmesโ€ referred above, includes projects set up under Component โ€˜Aโ€™ of PM-KUSUM Scheme.

The above amendment shall be applicable on RE projects which apply for open access or netmetering facility from 1st April, 2022.
