SECI Issues RfS Document for 2250 MW Round-the-Clock (RTC) Power From RE Projects

Solar Energy Corporation of India Ltd (SECI) issues Request for Selection (RfS) Document for Selection of RE Power Developers for Supply of 2250 MW of Round-the-Clock (RTC) Power from GridConnected Renewable Energy (RE) Power Projects, complemented with Power from any other source or storage in India under Tariff-based Competitive Bidding (RTC-III).

Identification of land, installation and ownership of the Project, along with obtaining connectivity and necessary approvals and interconnection with the ISTS network for supply of power to SECI, will be under the scope of the RPD.

Rs. 29,500/- including GST to be submitted through NEFT/ RTGS transfer in the account of SECI, along with the response to RfS towards towards document fee/cost of Rfs document which is non-refundable.

Bid Processing fess Rs. 15 Lakh + 18% GST. EMD amount is Rs. 12,26,000/- per MW per Project to be submitted in the form of Bank Guarantee along with the response to RfS.

Deadline to submit the bid is 10th October 2022 – 6:00 PM IST.

The project will be on Build-Own-Operate (BOO) basis for an aggregate capacity of 2250 MW. SECI shall enter into a Power Purchase Agreement(PPA) with the successful Bidders selected based on this RfS for purchase of RTC Power for a period of 25 years based on the terms, conditions and provisions of the RfS and PPA.

Power procured by SECI from the above Projects has been provisioned to be sold to the MPSEZ Utilities Limited (MUL), which shall be the Buying Entity under this RfS. SECI shall, at its discretion, be entitled to substitute any entity in other states only for selling the power procured from the selected Bidder. SECI shall be an intermediary nodal agency for procurement of power generated by the RPD and sale of such power to the Buying entitiy(ies) entirely on back to back basis based on due performance by the RPD as well as the Buying entity (ies).

Already commissioned RE projects cannot be considered under this RfS. RE Projects under construction or projects which are not yet commissioned will, however, be considered, in case these projects are not already accepted under any other Central or State Schemes.

A minimum quantum of Contracted Capacity is of 250 MW and a maximum quantum is of 2250 MW. However, for Projects located in North-Eastern States and Special Category, the minimum capacity that can be offered by a Bidder, shall be 50 MW. The Contracted Capacity shall be quoted in multiple of 10 MW only.

Commissioning timeline for projects more than 1000 MW capacity is 24 months and for projects capacity of less than 1000 MW is 30 months from date of PPA.
