For the installation and commissioning of a 2 MW (AC) solar PV power plant (2.2 MWp DC) with a 4.5 MWh battery energy storage system (BESS) and 12 years of operation and maintenance (O&M), at Pavagada Ultra Mega Solar Park, Tumakuru district, Karnataka Renewable Energy Development Limited (KREDL) has issued a Request for Proposal (RFP). The project is anticipated to cost a total of Rs. 480 million.
The online proposal must be submitted by January 11, 2023, and at 4:30 p.m. on the next day, bids will be revealed.
Each interested bidder will be required to pay a non-refundable tender document cost of Rs. 30,000. Additionally, the winning bidder will need to provide a bid security payment of Rs. 4.9 million.
The selected bidder must also provide 5% of the contract price as a contract performance security within 30 days of receiving the letter of award.
The scope of supply and work includes all design and engineering, procurement, testing at manufacturers’ facilities, multi-level inspections, loading, and storage on site, related civil works, permit and license acquisition, insurance at all stages, and the erection, and commissioning, including 4.5 MWh BESS, which should not comprise any lead-acid batteries variants.
Solar modules to be utilized in the project must be from the Ministry of New and Renewable Energy’s Approved List of Models and Manufacturers.
The bidder must have produced or provided batteries for battery energy storage system(s) with a cumulative installed capacity of 5 MWh and a dispatchable capacity of 4.5 MWh or higher, at least one of which must be a 3 MWh system or higher, to compete in the bidding process.
Before the date of bid submission, the reference battery energy storage system of 3 MWh or higher capacity should be successfully operating for at least 12 months.
Or, they should have relevant expertise as developers who have designed, supplied, and commissioned grid-connected solar power projects with a total capacity of at least 2 MW, one of which must be at least 1.5 MW or higher at a single location and functional for 12 months, before the bid submission deadline.
Bidder’s net worth as of the final day of the prior fiscal year should not be less than 100% of their paid-up share capital. Their average yearly turnover shall not be less than Rs. 960 million in any 2 of the previous 5 fiscal years (FY), from FY 2017–18 to FY 2021–22.
