A joint venture between the Central government and the Government of Rajasthan, Rajasthan Electronics and Instruments (REIL) has issued an invitation for bids for the commissioning of 50 MW small ground-mounted and grid-connected rooftop solar power projects for government buildings.
These solar power systems will be built across 26 states and Union Territories throughout the nation, and the projects will be carried out using the renewable energy service company (RESCO) model.
The deadline for submitting bids is February 4, 2023, and on February 6, the bids will be revealed.
A bid processing fee of Rs. 25,000 and an earnest money deposit (EMD) of Rs. 1.12 million/MW of stated capacity must be submitted by the bidders.
Additionally, a performance bank guarantee (PBG) of Rs. 1.35 million/MW of allocated capacity for general category states and Rs. 1.57 million/MW for special category states must be submitted by the chosen bidders.
The half amount of PBG must be submitted within 30 days of the allocation letter’s date and the remaining half should be provided within 30 days of the power purchase agreement’s (PPA) signing.
Any delay in submitting the PBG will result in interest being charged at the rate of 1.25% per month on the total amount.
Each project’s size must be greater than 20 kW. Rajasthan would have the largest installed capacity of 18.08 MW, when projects are put into service, followed by Delhi and Maharashtra with 4.34 MW and 2.97 MW capacities, respectively.
Within 24 months of getting the work order, the projects must be commissioned. Further, developers will be required to offer operation and maintenance (O&M) services for 25 years.
The levelized ceiling tariff for states in the general category is Rs. 5.15/kWh, while for states in the special category, it is Rs. 6.25/kWh.
In general category states, the benchmark price for projects of capacities 20 kW-100 kW is Rs. 48,000/kW, whereas, in special category states, it is Rs. 53,000/kW. Projects with capacities of more than 100 kW will cost Rs. 45,000/kW and Rs. 50,000/kW.
To be eligible for bidding, bidders’ net worth must at least be equivalent to the sum of the capacity given in their bid multiplied by Rs. 15 million.
Further, the past 3 fiscal years’ average yearly turnover for bidders must have been at least Rs. 20 million/MW.
