Fatehgarh III Transmission Seeks Approval For Renewable Power Evacuation Project In Rajasthan

Fatehgarh III Transmission Limited submitted a petition seeking approval for a transmission license related to the establishment of an inter-State transmission system for power evacuation from Renewable Energy Zones (REZ) in Rajasthan’s phase III-Part A3.

In a hearing on October 25, 2023, the petitioner informed the commission about completing all necessary procedures, including serving copies of the petition to relevant entities, complying with Transmission License Regulations, and publishing notices for suggestions/objections on their website. Notably, no suggestions or objections were received. The Central Transmission Utility of India Limited (CTUIL) recommended the grant of a transmission license, and the beneficiaries were directed to reply after being impleaded to the petition.

CTUIL, as per the commission’s direction, submitted the Central Government’s approval for the project under the Electricity (Transmission System Planning, Development and Recovery of Inter-state Transmission Charges) Rules, 2021, along with a Gazette Notification from the Ministry of Power dated December 6, 2021.

The petitioner emphasized adherence to the “Guidelines for Encouraging Competition in Development of Transmission Projects” and “Tariff Based Competitive Bidding Guidelines for Transmission Service” issued by the Ministry of Power. PFC Consulting Limited (PFCCL) served as the Bid Process Coordinator (BPC), overseeing the competitive bidding process for the transmission service provider (TSP). Apraava Energy Private Limited emerged as the successful bidder, quoting the lowest transmission charges.

The bidding process involved stages such as the issuance of Request for Proposals (RfP), technical and financial evaluations, and an e-reverse auction. Apraava Energy Private Limited, the selected bidder, fulfilled tasks like providing a Contract Performance Guarantee, executing agreements, acquiring the equity shareholding of Fatehgarh III Transmission Limited, and applying for a transmission license.

Apraava Energy Private Limited completed its obligations by providing the Contract Performance Guarantee, acquiring the equity shareholding, and entering into a Transmission Service Agreement with CTUIL. The petition for the adoption of transmission charges is also under consideration.

Due to a procedural delay in registering the petitioner company with the commission, there was a three-day delay in filing the transmission license petition, which the commission condoned.

The commission, with a preliminary view, believes that the petitioner satisfies the conditions for the grant of an inter-State transmission license. A public notice has been directed to be published to invite suggestions or objections to the grant, with a deadline of November 5, 2023, for submissions.

The petitioner is expected to comply with various regulations and standards during the survey and project commissioning, as outlined in the bidding documents and Transmission Service Agreement. The commission noted the petitioner’s commitment to implementing the project in accordance with applicable laws and regulations.

The hearing for the petition is scheduled for December 8, 2023, where further deliberations on the project and the grant of a transmission license will take place.
