The Rangiya Division of the Northeast Frontier Railway has issued an invitation for bids for the state-wise empanelment of agencies to implement grid-connected rooftop solar power projects with a combined capacity of 1 MW. The designated location for these projects is the carriage and wagon workshop in New Bongaigaon, Assam.
These projects will follow a public-private partnership model and operate on a design, build, finance, operate, and transfer basis.
The scope of development is divided into two capacity ranges: (i) above 10 kW and up to 100 kW, and (ii) above 100 kW and up to 500 kW. Interested bidders have the option to submit quotes for either or both capacity categories.
The stipulated timeline for project commissioning is 240 days from the issuance of the work order. Additionally, successful bidders are required to provide comprehensive operation and maintenance services for a period of 25 years.
The deadline for bid submissions is February 12, 2024, with bids set to be opened on the same day.
Bidders are expected to furnish an earnest money deposit of โน10.7lakhs/ MW of the quoted capacity.
Selected bidders must submit a performance security of โน16 lakhs/ MW within 30 days of signing the power purchase agreement. The empanelment period is valid for one year, with the potential for an extension based on the developer’s performance and requests from zonal railways.
The Indian Railways will use the net metering system to use the produced solar power.successful bidder is obligated to enter into a 25-year power purchase agreement with the Railways upon receiving the letter of award. If necessary, this agreement may also be signed at a divisional level as required by public utilities or Zonal Railways.
To qualify for bidding, agencies must demonstrate experience in installing a minimum aggregate capacity of 200 kW of grid-connected solar rooftop systems as a developer or engineering procurement and construction (EPC) company. Alternatively, those with experience installing and commissioning a minimum aggregate capacity of 1 MW of any grid-connected systems in various sectors are also eligible to submit bids.
Bidders must showcase an average annual turnover of โน1.5 crore during the last three years and maintain a positive net worth throughout the same period. It’s important to note that the projects under this tender will not receive any central financial assistance, and only domestically manufactured modules listed in the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy will be accepted for use in the projects.
