MNRE Implements Stringent Efficiency Standards: Expands ALMM List for Solar PV Module Manufacturers with 64 MW Capacity Boost

In a recent development, the Ministry of New and Renewable Energy (MNRE) has issued an update to the Approved List of Models and Manufacturers (ALMM) Order, 2019, pertaining to Solar Photovoltaic (PV) Modules. The update, outlined in the ministry’s Order dated 10.05.2023, introduces significant reforms, including stringent efficiency standards for enlistment under ALMM.

According to the latest guidelines, only Solar PV Module models that comply with the Bureau of Indian Standards (BIS) and demonstrate a minimum module efficiency are eligible for enlistment under ALMM. The specified minimum module efficiency varies based on the application or use category, as follows:

Category I: Utility/Grid Scale Power Plants – Minimum 20.00%
Category II: Rooftop and Solar Pumping – Minimum 19.5%
Category III: Solar Lighting – Minimum 19.0%

Effectively, as of 10.05.2023, only models with a module efficiency equal to or greater than 19.00% are considered for ALMM enlistment.

Manufacturers and manufacturing units enlisted in ALMM are required to maintain valid BIS registration for continued validity. Any failure in this regard may result in delisting.

The ministry has augmented the ALMM list by incorporating an additional 64 MW of new solar capacity. The initial ALMM list featured approval for 23 solar companies, contributing a cumulative capacity of 8200 MW. Since then, the list has grown substantially, now encompassing 78 manufacturers with a combined capacity exceeding 22,191 MW. Notably, the expanded list exclusively comprises domestic manufacturers, with no foreign entities included.

The MNRE has also provided details of the Registration Number (R. No.) assigned by BIS against each manufacturer or manufacturing unit enlisted in ALMM. Additional information, such as BIS certification validity, included models, and more, can be verified on the BIS website.

This update aims to enhance the quality and efficiency standards of Solar PV Modules, aligning with the government’s commitment to promoting sustainable and reliable renewable energy sources. Stakeholders are advised to review the revised list for compliance and further actions.
