Jammu and Kashmir Energy Development Agency (JAKEDA) has issued an invitation for bids to enlist vendors for a rate contract aimed at implementing grid-connected solar power projects ranging from 1 kW to 30 kW. These projects are intended to solarize approximately 4,000 existing agricultural pumps.
These initiatives fall under Component-C of the Pradhan Mantri Kisan Urja Suraksha evam Utthan Mahabhiyan (PM-KUSUM) Program.
The vendors selected will be required to complete the projects within a span of three months from the issuance of the work order. Additionally, they will be responsible for overseeing the maintenance of the projects for a duration of five years.
The estimated cost of the project stands at โน140 crores.
Interested parties are expected to submit their bids by March 1, 2024, with the opening of bids scheduled for March 4.
To participate, bidders must furnish an interest-free bid bond amounting to โน50 lakhs. Furthermore, successful bidders must provide a performance security deposit equivalent to 5% of the total value of the work order.
Eligible bidders should have prior experience in solarizing a minimum cumulative quantity of 200 individual grid-connected agriculture pumps under PM-KUSUM Component-C or installing solar pumps under Component B between April 1 and February 29, 2024, for government organizations.
Moreover, bidders are required to demonstrate a minimum average annual turnover of โน20 crores over the past three financial years. Their net worth as of the last day of the preceding financial year should not be less than 100% of the paid-up share capital.
In addition to the above requirements, bidders must supply a solar variable frequency drive (SVFD) along with the solar project. The SVFD, also referred to as a solar pump inverter, facilitates the conversion of direct current from solar panels into alternating current. It should allow for real-time adjustment of output frequency based on sunlight intensity to optimize power generation. Importantly, it should function independently of the grid power, ensuring operation even in off-grid conditions.
Furthermore, only modules listed on the Ministry of New and Renewable Energy’s Approved List of Models and Manufacturers are permitted for usage. These modules must have a minimum capacity of 500 Wp and be warranted for their output peak watt capacity, which should not degrade below 90% after 10 years and 80% after 25 years of operation.
