Uttar Pradesh Jal Nigam Invites Bids to Develop 10 MW Grid-Connected Ground-Mounted Solar Project in Lucknow

Uttar Pradesh Jal Nigam (UPJN) has announced a call for bids to develop a 10 MW grid-connected ground-mounted solar project at Bharwara STP Campus in Lucknow, Uttar Pradesh, to be executed on a turnkey basis.

The estimated project expenditure stands at โ‚น62.367 crores.

Interested parties must submit their bids by February 23, 2024, with bid opening scheduled for the subsequent day.

To participate, bidders are required to provide an earnest money deposit amounting to โ‚น62.37 lakhs. Upon selection, successful bidders must furnish a performance bank guarantee equivalent to 10% of the estimated project cost.

Eligibility criteria mandate that bidders have completed three projects, each constituting a minimum of 30% capacity, with costs amounting to at least 30% of the estimated project cost.

Alternatively, bidders may showcase completion of three projects, each with a minimum capacity of 40% and costs totalling at least 40% of the estimated project expenditure. Additionally, bidders who have executed one project with a minimum capacity of 60%, accounting for at least 60% of the estimated project cost, are eligible to bid.

Experience of a subsidiary or parent company in foreign jurisdictions will also be considered for qualification.

Furthermore, bidders must demonstrate an average annual turnover of โ‚น18.71 crores over the past three financial years and maintain a positive net worth in the preceding financial year. A solvency certificate, covering a minimum of 40% of the project’s estimated cost, must also be submitted.

Joint venture (JV) bidders are permitted a maximum of two members, with an Indian firm serving as the lead member, holding a minimum stake of 51%. Other JV members should possess a stake of at least 30%. The lead member’s turnover and solvency must constitute at least 51% of the total requirement. Both JV members must collectively possess a minimum technical experience of 30%, specifically for projects surpassing โ‚น25 crores.
