Central Mine Planning and Design Institute Limited (CMPDI), a subsidiary of Coal India, is seeking proposals for the design, supply, installation, commissioning, and testing of grid-connected solar power projects totalling 13 MW.
The projects are earmarked for Central Coalfields Ranchi at NK Area Chatra, Jharkhand, with a stipulated five-year operation and maintenance (O&M) period.
Bids must be submitted by March 28, 2024, with the bidding process set to conclude on the same day.
Upon acceptance, work should commence within 30 days along with the submission of performance security. Alternatively, if the site is handed over earlier, work must start within seven days.
Bidders are required to deposit โน50 lakh as earnest money.
The contract period spans 2,065 days and encompasses two key phases:
- Construction, including testing and commissioning, which is allocated 240 days.
- Comprehensive operation and maintenance, lasting 1,825 days.
To qualify, bidders must have completed similar projects involving the design, supply, installation, commissioning, and testing of grid-connected ground-mounted, rooftop, or floating solar projects.
They should demonstrate their experience with three completed works, each costing not less than 20% of the tendered estimate, or two completed works, each costing not less than 25% of the estimate, or one completed work, costing not less than 40% of the estimate.
Furthermore, the average annual financial turnover for the last three years, ending March 31, 2023, should be at least 30% of the submitted estimate.
Bidders must provide a certificate confirming possession of sufficient working capital, which should be at least 20% of the annualized value or estimated value, whichever is lower, of the specified work. This working capital should include access to lines of credit and other financial resources necessary to fulfil project requirements.
