MSPGCL Invites Bids for 569 MWAC Solar PV Projects under MSKVY 2.0 for Agricultural Feeder Solarization

The Maharashtra State Power Generation Company Ltd. (MSPGCL) is seeking online bids for the Design, Engineering, Supply (excluding PV modules), Unloading of PV Modules at the Mahagenco-provided site, Erection, Testing, and Commissioning of 569 MWAC Cumulative Capacity Crystalline Ground Mounted Solar PV Technology Grid Interactive Distributed Agriculture Feeder Solarization by Solar PV Power Plant under the MSKVY 2.0 Scheme.

This includes three years of Operation & Maintenance on an Engineering, Procurement, and Construction (EPC) basis in various Districts of Maharashtra, India. The bids are open for local competitive bidding from prospective bidders.

The deadline for bid submissions is set for May 10, 2024, with bids scheduled to be opened on the same day.

On or before the last day of tender fee payments, the bidder must pay an online non-refundable tender fee of โ‚น29,500, inclusive of relevant GST.

Each bidder must submit bid security or earnest money deposit (EMD) of Rs. 2.00 Lakhs per MW, in the form of a bank guarantee, along with their bid.

Bidders have the option to bid for one or up to eight locations from the list of 33/11 kV Maharashtra State Electricity Distribution Company substations.

Every project site has a ceiling restriction of โ‚น2 crore per megawatt-hour. For each project site, the maximum first-year O&M expenditure is โ‚น400,000/MW.

To qualify, bidders must demonstrate prior experience in EPC execution of ground-mounted solar projects on a turnkey basis, with a cumulative capacity of not less than 40% of the quoted capacity or higher capacity. At least one project in the bidder’s portfolio must have a capacity of 2 MW or higher at a single location, and it must have been in satisfactory operation for at least three months prior to the bid submission deadline.

Furthermore, bidders are required to have an average annual turnover of at least โ‚น1 crore per MW during the last three financial years, and their net worth as of the last day of the previous financial year must be positive.
