Hindustan Petroleum Corporation (HPCL) has released a Request for Proposal (RFP) through its subsidiary, HPCL Renewables and Green Energy, seeking Engineering, Procurement, and Construction (EPC) services for a 78 MW wind-solar hybrid power project across India.
The chosen contractor will handle the comprehensive operation and maintenance (O&M) of the project for a duration of ten years.
With a goal of achieving net zero carbon emissions by 2040, HPCL Renewables and Green Energy aims to substitute conventional grid power with sustainable energy sources at its refineries.
The hybrid project is slated to provide uninterrupted power supply to the Mumbai refinery, ensuring at least 50% of the energy supplied, equivalent to 686 MU, is green. The refinery’s contracted load stands at 90 MW.
To guarantee a minimum supply of 343 million kWh per year to the refinery, the contractor must ensure a 25% higher rated installed capacity for one of the components (wind or solar).
The last date to submit the bids is May 24, 2024, with an earnest money deposit requirement of Rs 7.03 crore. The chosen bidder must furnish a performance bank guarantee and an O&M bank guarantee amounting to 5% each of the corresponding contract values.
Responsibilities of the contractor include land identification, obtaining necessary approvals, and integrating power into transmission networks for supply to the Mumbai refinery.
Projects can be located anywhere in India on land leased for a minimum of 27 years, excluding areas designated for Great Indian Bustards.
