HPGRE Renewable and Green Energy Limited (HPRGE) has announced a competitive bidding process for the development of 600MW of solar PV projects across six Indian states: Gujarat, Maharashtra, Andhra Pradesh, Rajasthan, Karnataka, and Tamil Nadu. The project involves land acquisition and the design, engineering, supply, construction, erection, and commissioning of an Extra High Voltage (EHV) transmission system up to the Inter-State Transmission System (ISTS) substation.
The tender specifies the need for approximately 2400 acres of land to set up the solar plants, divided into two schedules of 300MW each, requiring about 1200 acres per schedule. Interested bidders must quote for at least one schedule but can opt for both if they meet the pre-qualification criteria. Bidders can propose both schedules at a single location or at different sites.
HPGRE is conducting this process through a Single Stage Two Envelope system, requiring separate technical and commercial bids (Envelope I) and price bids (Envelope II). The project’s scope includes not only land identification and acquisition but also the design, engineering, supply, construction, erection, and commissioning of the EHV transmission system, excluding the pooling substation at the solar plant end but including bay construction at the grid substation. Additionally, the project scope includes three years of operation and maintenance (O&M) for the transmission system and EHV bays at the ISTS substation.
The project demands that each 300MW project be physically distinct with separate injection points and metering arrangements. The land must be secured by the bidder for no less than 29 years and 11 months from the date of allotment to HPGRE.
A pre-tender meeting via video conference is scheduled for 11:00 AM on June 21, 2024, to discuss further details.
