Karnataka Renewable Energy Development Limited (KREDL) has announced a tender for the development of a significant renewable energy project in the Kalaburgi district. The project involves establishing a 100 MW (AC) ground-mounted solar photovoltaic (PV) system coupled with a 50 MW/130 MWh battery energy storage system (BESS).
Project Scope
The winning bidder will be responsible for the design, construction, testing, commissioning, and operation of the solar PV project and BESS, excluding lead-acid batteries. The scope includes ensuring the system’s performance and fulfilling all contractual obligations as specified in the agreement.
Agreement Term
The agreement will commence from the effective date, following approval by the Karnataka Electricity Regulatory Commission (KERC), and will last for 25 years. There is an option to extend the agreement upon mutual consent. The agreement may terminate earlier if either the ESCOM or the developer decides to exit, as per Article 16.

- Estimated Value: Rs. 563 Crores
- Earnest Money Deposit (EMD): Rs. 5.63 Crores
- Electronic Tendering System Fee: Rs. 25,000 plus 18% GST
- Bid Submission Deadline: August 16, 2024, by 17:00 hrs
- Techno-Commercial Bid Opening: August 19, 2024, at 11:00 hrs
Pre-Tender Meeting
A pre-tender meeting will be held on July 26, 2024, at KREDL’s Head Office in Bangalore to address any queries and provide clarifications regarding the tender.
Submission Requirements
Bidders must submit their tenders electronically on the Bharat Electronics Portal. They need to provide the EMD, ETS fee, and a conditionally refundable bid deposit. Manual bids will not be accepted.
Project Features
- Land: The project will be located on 551 acres and 13 guntas of land in Kalaburgi.
- Land Lease: The lease charges are INR 22,000 per acre per annum, with an escalation every two years.
- BESS Parameters: The BESS must be capable of delivering 50 MW for 2 hours daily and must be designed for peak grid times.
Bid Evaluation
The selection will be based on the lowest effective tariff quoted in the e-reverse auction. The bid must comply with technical criteria and financial capacity requirements. The tenderer must not be under a declaration of ineligibility for corrupt practices and can only submit one tender.
