Damodar Valley Corporation (DVC) has issued a comprehensive tender for the design, engineering, supply, erection, and commissioning of grid-connected rooftop solar photovoltaic (PV) plants. The project, which encompasses comprehensive operation and maintenance (O&M) for a five-year period, will be executed across various DVC-owned buildings within the DVC command area, spanning West Bengal and Jharkhand.

- Scope of Work:
- Design and Engineering: The contractor is required to prepare a detailed Design Basis Report (DBR) and other critical documents for review and approval. This includes submissions in both digital and hard copy formats, with comprehensive design and technical documentation such as PVsyst Reports, shadow analysis, and general arrangement drawings.
- Installation and Commissioning: The scope covers the supply and installation of module mounting structures, solar inverters, DC and AC distribution boards, array junction boxes, and various cables and accessories. Additionally, the contractor will be responsible for earthing systems, lightning protection, and energy meters.
- Operation and Maintenance: Following successful commissioning, the contractor will provide O&M services for five years, ensuring the system meets performance targets such as a yearly average performance ratio of 75% and a guaranteed capacity utilization factor of 17% or higher.
- Technical Specifications:
- Solar PV Plant: Monocrystalline PV modules with a minimum rating of 500 Wp and above are required. The plants are expected to have a design life of 25 years.
- Voltage Levels: The plants will operate at 230V for single-phase systems up to 5 kWp and 415V for three-phase systems over 5 kWp.
- Completion Period: The project must be completed within 270 days from the date of the Letter of Award (LOA), including a 30-day performance guarantee test period.
- Regulatory and Compliance Requirements:
- Approvals and Permits: The contractor will assist DVC in obtaining necessary approvals from the Central Electricity Authority (CEA) and other statutory clearances.
- Standards and Specifications: All materials and installations must comply with the latest IEC standards or equivalent BIS standards, ensuring high quality and performance.
- Safety and Quality Assurance:
- Earthing and Lightning Protection: The system will include comprehensive earthing and lightning protection as per the latest standards to ensure safety and reliability.
- Insurance: Adequate insurance coverage is required during both the engineering, procurement, and construction (EPC) and O&M phases to mitigate risks.
