The Uttar Pradesh New & Renewable Energy Development Agency (UPNEDA) has issued a Request for Selection (RfS) inviting bids for the development of a 5 MW grid-connected solar photovoltaic (PV) power project in District Mau, Uttar Pradesh. The project will be executed under the “Build Own Operate” (BOO) model.
Project Overview The selected Solar Power Developer will set up the 5 MW solar PV power project on UPNEDA-owned land in the village of Saraisadi, District Mau. The land, covering approximately 29.2 acres (11.86 hectares), will be leased at an annual rent of INR 15,000 per acre for a period of 30 years.
Bidding Details The RfS, numbered 04/UPNEDA/Solar PROJECT MAU/RfS/2024 and dated August 24, 2024, outlines a single-stage, two-envelope bidding procedure. Interested bidders must submit both their techno-commercial and financial bids online. The bidding process will be conducted in line with the Ministry of Powerโs guidelines for tariff-based competitive bidding, issued on July 28, 2023.
Key Dates
- Pre-Bid Meeting: Scheduled as per the Notice Inviting Tender (NIT) on the ISN-ETS portal.
- Bid Submission Deadline: September 17, 2024, at 18:00 HRS.
- Techno-Commercial Bid Opening: September 18, 2024, at 12:30 PM.
- e-Reverse Auction: Details will be communicated to eligible bidders via email.
Financial Details The RfS document fee is set at INR 29,500 (including 18% GST). In addition, a non-refundable document processing fee of INR 2 lakh plus 18% GST is required with each bid. An Earnest Money Deposit (EMD) of INR 8 lakh per MW, totaling INR 40 lakh for the project, must also be submitted.
Contract Terms The selected developer will enter into a Power Purchase Agreement (PPA) with Uttar Pradesh Power Corporation Ltd (UPPCL), acting on behalf of the state’s DISCOMs. The agreement will cover a 25-year period for the purchase of solar power generated by the project.
Submission Process Bidders are required to submit their bids strictly according to the terms outlined in the RfS document, which is available for download on the ETS portal. All submissions must be completed by the specified deadline.
Prospective bidders are advised to stay updated on any amendments or clarifications by regularly checking the UPNEDA website and the ETS portal. No individual notifications will be issued.
