SJVN Green Energy Opens Bidding for 700 MW Solar Power Project in Khavda, Gujarat

SJVN Green Energy Limited (SGEL), a subsidiary of SJVN Limited, has released a tender notice for the development of a 700 MW (AC) solar power project across seven plots in Khavda, Gujarat. The project is divided into two phases: GUVNL Phase XXI with a 500 MW capacity at GIPCL Renewable Energy Park, and GUVNL Phase XXIII with a 200 MW capacity at GSECL Renewable Energy Park. The scope includes design, engineering, supply, erection, testing, commissioning, and comprehensive operation & maintenance (O&M) for three years.

Bidders can participate in either of the two phases, in multiples of 100 MW, under the EPC (Engineering, Procurement, and Construction) model. The solar modules used must come from the โ€œApproved List of Models and Manufacturersโ€ issued by the Ministry of New and Renewable Energy (MNRE).

Key dates for this tender include the release of bid documents starting on 22nd October 2024, and the last date for submission of bids is 19th November 2024, with the techno-commercial bid opening scheduled for the same day. The pre-bid meeting is set for 6th November 2024, and the reverse auction will be conducted following the opening of price bids. Bidders must ensure their documents reach the office by 29th November 2024.

The Earnest Money Deposit (EMD) required is โ‚น10.70 crore per 100 MW, and it can be submitted either as a bank guarantee or through NEFT transfer. The EMD must be valid as per the tender specifications. Additionally, the bidder must submit a Performance Bank Guarantee (PBG), the amount and form of which will be specified in the detailed contract documentation.

The projects, once awarded, must be completed in accordance with the technical specifications mentioned in the tender, which include land development, installation of solar modules, civil and electrical work, and integration with the local power grid. SGEL emphasizes that the chosen contractors must ensure compliance with all the specified terms, and the winning bids will be those that offer the most competitive pricing in the reverse auction.

SGEL reserves the right to reject any or all bids without providing reasons, and all queries must be submitted by contacting the contracts department at their Shimla headquarters.
