The tender notice invites bids for the selection of Channel Partners for the supply, installation, and comprehensive maintenance for five years of Grid Connected Roof Top Solar PV Projects under the PM Surya Ghar: Muft Bijli Yojana in Arunachal Pradesh.
Issued by SJVN Limited, a Navratna CPSE and a joint venture between the Government of India and the Government of Arunachal Pradesh, this project seeks to install rooftop solar systems in residential buildings. The scheme, launched on February 13, 2024, aims to promote solar energy adoption and provide central financial assistance (CFA) to beneficiaries.
The tender process follows a single-stage, two-envelope system comprising a techno-commercial bid and a price bid. The bidding document will be available for download between December 16, 2024, and January 6, 2025, until 17:00 hours. Interested parties must submit their bids online by January 7, 2025, at 11:00 hours, and technical bids will be opened on the same day at 15:00 hours.
The pre-bid meeting is scheduled for December 26, 2024, at the SJVN corporate office in Shimla, Himachal Pradesh, with a provision for online participation. Hard copies of specific documents such as EMD, power of attorney, and integrity pact must be submitted within 10 days after the last date of bid submission.
The Earnest Money Deposit (EMD) for this tender is โน1,10,000 (Rupees One Lakh Ten Thousand Only), which can be paid via NEFT/RTGS or through a bank guarantee. The cost of the bid document is โน5,900 (inclusive of 18% GST), payable through NEFT/RTGS.
The selection process will involve evaluating bidders based on their technical qualifications, including experience in rooftop solar installation of at least 100 kWp cumulative capacity in the last seven years. Financial qualifications require an average annual turnover of โน16.50 lakh in the past three financial years (2021-22, 2022-23, and 2023-24).
SJVN will appoint six channel partners for Arunachal Pradesh, including the L1 bidder and five others matching the L1 price. If fewer than six responsive bids are received, SJVN reserves the right to proceed with the available bids. Selected partners will act as aggregators, coordinate with EPC vendors, and ensure installations comply with SJVN and MNRE guidelines.
The comprehensive maintenance period for the installed systems will extend to five years. Channel partners must complete site visits within seven days of receiving inquiries from SJVN and submit feasibility reports. They are also responsible for facilitating subsidy disbursement, maintaining customer helpdesks, and ensuring quality compliance.
SJVN emphasizes adherence to domestic content requirements (DCR) as per MNRE guidelines, ensuring solar modules are sourced from the ALMM list. The project will significantly contribute to India’s clean energy goals and benefit residential consumers in Arunachal Pradesh.
