The Odisha Renewable Energy Development Agency (OREDA) has invited bids for the selection of vendors to design, manufacture, supply, install, test, and commission off-grid solar photovoltaic water pumping systems (SPWPS) ranging from 1 to 7.5 HP capacities. These systems are intended for deployment across Odisha under Component-B of the PM-KUSUM scheme initiated by the Ministry of New and Renewable Energy (MNRE), Government of India. The initiative aims to enhance farmers’ income, reduce dependency on diesel-powered pumps, and promote environmental sustainability.
This tender was released on January 8, 2025. Interested bidders are expected to complete their submissions online.
Key financial requirements include a bid processing fee of โน12,390 (inclusive of GST) an Earnest Money Deposit (EMD) and a Performance Bank Guarantee (PBG) as specified. The EMD is set at โน30 lakh and must remain valid for 24 months from the last date of bid submission. For successful bidders, a PBG amounting to 5% of the total allocation (inclusive of taxes) is required and must be valid for 60 months from the issuance of the letter of award (LoA).
The tender involves the installation of approximately 10,000 solar pumps, with the capacity to increase or decrease by 20% depending on feasibility. Selected vendors will also be responsible for a five-year comprehensive maintenance plan, including spare parts availability, local service centers, and a 24/7 helpline in Odia. Priority will be given to small and marginal farmers, particularly those utilizing micro-irrigation systems.
Bidders must adhere to strict compliance with MNRE and BIS standards. The tender mandates the use of indigenously manufactured solar panels and components, including pumps and controllers. OREDA will oversee a transparent price discovery process to ensure competitive bidding.
Pre-bid meetings and bid submissions must align with the schedules available on the designated portal. OREDA has emphasized the importance of compliance with timelines and provided detailed guidelines for the submission of bids and subsequent project execution.
