NTPC Renewable Energy Limited, a wholly owned subsidiary of NTPC Green Energy Limited, invited bids on 20th March 2025. The bidding is for the Land and Power Evacuation Package for the development of 240 MW ISTS-connected Solar PV Projects with Battery Energy Storage near the existing 240 MW Devikot Solar Project of NGEL in Rajasthan. The bidding process follows domestic competitive bidding procedures. The scope of work includes arranging government or private land, constructing necessary roads and fencing, managing leases, and designing, engineering, supplying, erecting, testing, and commissioning the entire power evacuation system.
The land-related works require bidders to arrange approximately 5 acres per megawatt of land on a freehold or leasehold basis. The lease period should be at least 29 years and 11 months. Government land should not exceed 10% of the total land arranged. The bidder is also responsible for constructing approach roads to the pooling substation and performing a topography survey. They must ensure that the land slope is suitable for installing tracker-based mounting systems, although the tracker system itself is not included in their scope. Other tasks include fencing the land, managing lease payments, and handling changes in land ownership during the lease period.
Power evacuation works include the design and construction of AIS pooling substations with tie transformers rated at 220kV/33kV, along with 33kV pooling switchgear. Civil works for the substations, including control rooms and buildings, are part of the bidderโs responsibilities. A single-circuit EHV transmission line is to be constructed from the project pooling substation to the 220kV switchyard of the NGEL Devikot Solar Project. The terminal bay at the NGEL 220kV switchyard and a telemetry system for data communication are also included. Bidders must install a common power plant controller and undertake a grid compliance study. The bidder will be responsible for three years of operation and maintenance of the pooling substation, transmission line, and terminal bays after project commissioning.
The important dates for this tender include the download period for bidding documents from 28th March 2025 to 11th April 2025 until 5:00 PM IST. The pre-bid conference and last date for submitting queries is scheduled for 15th April 2025. The last date and time for bid submission is 29th April 2025 by 3:00 PM IST. The techno-commercial bids will be opened on the same day at 3:30 PM IST.
The cost of the bidding documents is โน22,500. Each bid must be accompanied by a bid security (Earnest Money Deposit, EMD) of โน2,00,00,000 (Rupees Two Crore). Failure to submit the bid security in a separate sealed envelope will result in the rejection of the bid as non-responsive. If the bid security is submitted through electronic fund transfer, proof of e-payment must also be provided.
Additionally, the bidder must submit a Performance Bank Guarantee (PBG), although the specific amount of the PBG is not explicitly mentioned in the provided information. Bidders are also required to have an average annual turnover of โน23.50 Crore during the preceding three financial years and meet other technical and financial criteria outlined in the bidding documents. Only Class-I local suppliers are eligible to participate as per the Public Procurement (Preference to Make in India) Order 2017.
This tender is an essential step toward expanding renewable energy capacity in Rajasthan, particularly through the addition of battery energy storage systems, which enhance grid stability and energy reliability.
