EGAT Issues Invitation for Bids for 205.40 MWp Hydro-Floating Solar Hybrid Project at Bhumibol Dam, Thailand

​The Electricity Generating Authority of Thailand (EGAT) has announced Invitation for Bids No. EGAT 15/2566-BB-PV1 for the development of the Hydro-Floating Solar Hybrid Project at Bhumibol Dam Unit 1. This initiative aims to integrate a floating solar photovoltaic (PV) system with the existing hydropower infrastructure to enhance renewable energy production.​

Project Overview

  • Location: Bhumibol Dam, Sam Ngao District, Tak Province, Thailand.​
  • Scope: Design, procurement, construction, and commissioning of a floating solar PV power plant with a capacity between 205.35 MWp and 205.40 MWp. The project includes the installation of crystalline silicon solar PV modules, a floating PV system, anchoring and mooring systems, a 33 kV electrical system with transmission lines, and associated control and monitoring systems.​
  • Estimated Budget: Approximately THB 4,009,660,377.50 (inclusive of Value Added Tax and other expenses).​
  • Bid Security: USD 5,671,500 or THB 204,600,000.​

Eligibility Criteria

Prospective bidders must meet the following qualifications:

  • Legal Status: Be a firm, partnership, or company legally registered in their respective countries. Joint ventures or consortiums are permitted, provided one member is designated as the lead partner.​
  • Procurement of Bidding Documents: Bidders must purchase the bidding documents from EGAT. In joint ventures or consortiums, at least one member must fulfill this requirement.​
  • Operational Presence: Maintain a permanent place of business.​
  • Performance Record: Have no pending claims or unsatisfactory performance records with EGAT or similar projects.​
  • Financial Capacity: Demonstrate sufficient financial capability to execute the contract.​
  • Relevant Experience: Possess experience in managing solar PV power plant projects of at least 20 MWp capacity.​
  • Component Suppliers: Propose vendors/manufacturers for key components (e.g., PV modules, inverters, floaters) that meet specified production capacities and have relevant project experience.​

Bidding Document Availability

Interested parties can examine and purchase the bidding documents in CD-ROM format from March 20, 2025, to April 21, 2025, between 08:00 hrs. and 15:00 hrs. Bangkok Standard Time, at a non-refundable fee of USD 1,000 or THB 30,000. The documents are available at:​

Bid Submission

Bids must be submitted on July 14, 2025, between 08:30 hrs. and 10:00 hrs. Bangkok Standard Time, at the Bidding Room, 1st Floor of Building No. TOR 137, EGAT’s Head Office, Nonthaburi. The public opening of bids will commence at 10:00 hrs. on the same day.​
