Zambia Fast-Tracks Solar Projects with 48-Hour Approval Window

In a major policy reform, Zambia’s Ministry of Energy has cut the approval timeline for solar energy project applications from over six months to just 48 hours. The move is aimed at attracting swift private sector participation and fast-tracking the country’s renewable energy transition.

This bold initiative supports the Presidential Directive to add 1,000 megawatts (MW) of solar energy to Zambia’s national grid by the end of 2025. Minister of Energy Hon. Makozo Chikote emphasized the government’s commitment to creating a transparent, efficient, and investor-friendly environment for renewable energy development.

By eliminating prolonged administrative delays, the new system will allow investors to expedite project execution, contributing directly to the rapid expansion of solar capacity. The Ministry also urged traditional leaders and local authorities to facilitate land access, which remains critical for deploying solar infrastructure effectively.

As part of broader efforts to enhance the investment climate, the Ministry is introducing clearer policies, streamlined procedures, and bankable power purchase agreements. These measures aim to make solar ventures commercially viable and appealing to both domestic and international stakeholders.

Minister Chikote invited private players with innovative energy proposals to engage with the Ministry, promising technical support and open consultation. With the country facing a significant power shortfall—exacerbated by the severe 2024 drought and dependence on hydropower—the urgency to diversify energy sources has never been greater.

This reform marks a strategic step toward ensuring sustainable energy access, strengthening energy security, and building a resilient low-carbon future for Zambia.
