The National Capital Region Transport Corporation Ltd. (NCRTC), a joint venture of the Government of India and participating states has invited bids for a 3.0 MWp rooftop solar PV project. The project, listed under Bid No. DM/EL/COR-OF/276 and Package 20C, involve design, engineering, supply, installation, testing, commissioning, and comprehensive operation and maintenance for 25 years on a RESCO model. This solar power system is to be installed along the Delhi-Ghaziabad-Meerut Namo Bharat corridor.
The bidding documents were made available online from 13th June 2025, and bids can be submitted electronically from 7th July 2025 (3:00 PM) until 14th July 2025 (3:00 PM). The technical bids will be opened on 15th July 2025 at 3:00 PM. A pre-bid meeting is scheduled for 23rd June 2025 at 11:00 AM via video conferencing, and bidders interested in joining must email their request by 20th June 2025, 5:00 PM.
The Earnest Money Deposit (EMD) or Bid Security required is ₹21.55 lakhs. This must be submitted in original physical form via bank guarantee, demand draft, banker’s cheque, or FDR to the NCRTC office by 14th July 2025 at 3:00 PM. The validity of the bid security in the case of a bank guarantee should extend up to 6th February 2026. It is important to note that any bid without a valid physical EMD will be rejected.
The completion period for the design, engineering, supply, installation, testing, and commissioning is 15 months from the date of commencement. Once commissioned, the O&M services are to be carried out for 25 years. The tender does not require any payment for bid documents, and the last date for seeking clarifications is 26th June 2025 (up to 5:00 PM). Replies to such clarifications will be provided at least 10 days before the bid submission deadline.
While no preference is given under the Public Procurement Policy for MSEs, relevant scanned documents for Make in India, MSEs, or startup firms must still be uploaded by the bidders if applicable. However, MSEs will not be exempted from EMD payment due to the nature of this being a work contract.
