NHPC Limited, on behalf of its subsidiary NHPC Renewable Energy Limited (NHPC REL), has issued a tender to select developers for installing rooftop solar power plants on government buildings in the Union Territory of Jammu & Kashmir. The project will be executed through JAKEDA under the RESCO model, using a tariff-based competitive bidding process with an e-reverse Auction mechanism. The project targets rooftop solar systems for departments like Law & Justice, Jal Shakti, Irrigation & Flood Control, Forest, Ecology & Environment, and Home.
The tender was published on June 16, 2025, at 6:00 PM. The documents can be downloaded starting June 16 at 6:30 PM. Online submission of bids begins on June 18, 2025, at 11:00 AM and will close on July 16, 2025, at 5:30 PM. Offline submission of supporting documents must be completed by July 18, 2025, up to 5:00 PM. Technical bids will be opened on July 21, 2025, at 3:00 PM at the NHPC office in Faridabad. The date for opening financial bids and conducting the e-Reverse Auction will be announced later.
The project is divided into multiple categories, each with specific requirements and bid securities. The Earnest Money Deposit (EMD) amounts are as follows: Category 1: โน32,44,000, Category 2: โน50,94,000, Category 3: โน47,66,000, Category 4: โน9,91,000, Category 5: โน12,72,000, Category 6: โน3,56,000, Category 7: โน18,50,000, Category 8: โน11,64,000
The cost of the bid document varies by category, ranging from โน1,000 to โน5,000, payable via demand draft to NHPC Ltd., Faridabad.
The commissioning period for the rooftop solar plants is nine months from the date of signing the Power Purchase Agreement (PPA). The bid validity period is 120 days from the deadline for online submission.
Bidders must meet specified technical and financial criteria. Technically, they should have experience in developing or executing solar PV projects of at least 400 kWp cumulative capacity, including one installation of 40 kWp or more. Financially, the average annual turnover for the past three years must meet category-specific thresholds. For example, Category 1 requires a turnover of โน8.65 crore, while Category 6 requires โน0.71 crore.
Bid security can be submitted through a Demand Draft, Bank Guarantee, Payment Order Instrument, or Insurance Surety Bond, and it must comply with clause 14 of the Instructions to Bidders.
All bids must be submitted through the Central Public Procurement Portal, only bids meeting all eligibility and submission requirements will be considered for financial evaluation and potential project award.
