SJVN Invites Bids For 4790 kW Rooftop Solar Projects Across Special States Under PM Surya Ghar Yojana

SJVN Limited has invited online bids for the selection of Solar Rooftop Power Developers (SRPD) to set up a total of 4790 kW grid-connected rooftop solar PV power projects without battery storage. These projects will be installed on Union Government buildings across several Indian states and Union Territories including Arunachal Pradesh, Mizoram, Manipur, Nagaland, Assam, Tripura, Jammu & Kashmir, Himachal Pradesh, Uttarakhand, and the Andaman & Nicobar Islands. The projects will be developed under the RESCO/PPA mode through tariff-based competitive bidding, as part of the PM Surya Ghar: Muft Bijli Yojana.

SJVN, a Joint Venture between the Government of India and the Government of Himachal Pradesh, is acting as the Scheme Implementation Partner (SIP) for this initiative. The scope of work includes the design, supply, installation, testing, commissioning, operation, and maintenance of rooftop solar systems on identified buildings of Union Ministries such as Agriculture and Farmers Welfare, Chemicals and Fertilizers, Commerce and Industry, Personnel, Public Grievances and Pensions, and Skill Development and Entrepreneurship.

The Request for Selection (RfS) was officially issued on May 7, 2025, under the reference number SJVN/RTS/2025-26/ Rooftop Solar-13. Interested bidders are required to submit their proposals through a single-stage two-envelope (technical and financial) e-tendering process.

The pre-bid meeting for interested developers is scheduled for May 16, 2025, at 3:00 PM in New Delhi, which may also be attended virtually. The deadline for online bid submission is May 28, 2025, by 1:00 PM, while the technical bids will be opened on the same day at 3:00 PM. The last date for submitting physical copies of required documents is June 7, 2025, by 6:00 PM. The opening date for price bids will be communicated later to the technically qualified bidders.

The cost of the tender document is โ‚น5,900, inclusive of GST, to be paid via NEFT or RTGS. For bid security, each bidder must submit an Earnest Money Deposit (EMD) at the rate of โ‚น1,100 per kW of the quoted capacity. For instance, a bidder quoting for the entire 4790 kW capacity would need to submit โ‚น52,69,000 as EMD. The EMD can be submitted via Bank Guarantee, Demand Draft, NEFT/RTGS, Payment on Order Instrument, or Insurance Surety Bond. The validity of the EMD must be 12 months from the original last date of bid submission.

Additionally, bidders must provide a Performance Bank Guarantee (PBG) as detailed in the RfS document. The period of bid validity is 12 months from the last date of online bid submission.

All official documents including addendums, amendments, and corrigenda will be made available on the SJVN website. Bidders must download the RfS to participate in the bidding process. Any discrepancies between different sources will be resolved in favor of the ISN-ETS version.

SJVN has clarified that there will be no central government financial assistance under this scheme. Bidders can, however, avail of fiscal incentives like accelerated depreciation and tax holidays, although these will not impact the bid evaluation.
