Rajasthan Advances Feeder-Level Solarization With 234 MW Projects Under PM-KUSUM Scheme

Jaipur Vidyut Vitran Nigam Limited (JVVNL) has filed a petition for approval of levelized tariffs discovered through competitive bidding for setting up 233.97 MW of solar power capacity under the PM-KUSUM Component-C (Feeder Level Solarization) scheme. The Rajasthan Electricity Regulatory Commission (RERC) is reviewing the request under Section 63 of the Electricity Act, 2003. The solar capacity will cover 82 solar photovoltaic (SPV) plants, aimed at solarizing 24,841 agriculture pumps across districts such as Kota, Baran, Bharatpur, Bhiwadi, Bundi, Tonk, and others.

The PM-KUSUM Component-C aims to solarize 35 lakh grid-connected agriculture pumps across India. In Rajasthan, 4 lakh agriculture pumps have been approved under this scheme. The implementation follows a RESCO (Renewable Energy Service Company) model, with developers selected via transparent bidding. They are to supply power to agriculture feeders at discovered levelized tariffs for 25 years.

Two tendersโ€”TN-13 and TN-14โ€”were floated for this purpose, covering 207.20 MW and 26.77 MW, respectively. A total of 20 bidders participated. The lowest tariff discovered was โ‚น2.711/kWh and the highest acceptable tariff was capped at โ‚น3.040/kWh after negotiations. JVVNL has issued Letters of Intent (LoIs) to the winning bidders, subject to RERCโ€™s approval.4

Key benefits highlighted include significant savings in power purchase costs for DISCOMs, improved grid stability, better voltage profiles in rural areas, and higher Renewable Purchase Obligation (RPO) compliance. The average landed power purchase cost for DISCOMs in Rajasthan is โ‚น4.03 per unit, while the highest offered solar tariff is โ‚น3.041/unit, indicating potential savings of up to โ‚น2.68/unit.

The solar plants will be installed on farmer-leased land, with the government providing Central Financial Assistance (CFA) up to โ‚น1.05 crore per MW. Farmers will receive lease rents based on local DLC rates, with payments handled directly by RUVITL. Grid integration studies and system planning have been initiated to ensure network stability and optimize solar power use.

JVVNL is also working on a new 238 MW tender under TN-15 to further expand solar capacity in Rajasthan under this scheme.
