NTPC Invites Bids For Rooftop Solar Project At Easter Region Headquarters Patna, Bihar

NTPC Limited has invited online bids for the supply, installation, and commissioning of a grid-connected rooftop solar photovoltaic system at its Eastern Region Headquarters in Patna, Bihar. The tender is being floated under the Domestic Competitive Bidding (DCB) route and will be executed as a single-stage, single-envelope works contract.

The scope of work includes submission and approval of drawings, supply of materials, erection, commissioning, performance guarantee tests, and an operation and maintenance period. The total contract duration is 66 months. This includes one month for drawing approvals, two months each for supply and installation, one month for PG test completion, and 60 months of operations and maintenance.

The estimated Earnest Money Deposit (EMD) for the project is ₹1,00,000. The EMD must be paid online through NTPC’s e-procurement portal (https://eprocurentpc.nic.in) if the amount is up to ₹1,00,000. For amounts exceeding ₹1,00,000, EMD may also be submitted via bank guarantee or insurance surety bond. It must be submitted either through the portal or in a physical sealed envelope addressed to the Unified Shared Service Centre, CPG-2, Sipat. Any bid without acceptable bid security will be considered non-responsive and rejected. No other form of EMD, such as a demand draft or banker’s cheque, is acceptable.

As this is a works contract, benefits to MSMEs, such as exemptions from EMD or tender fees, are not applicable. Also, the contract is open only to Class-I local suppliers under the Make in India procurement policy. Bidders from countries sharing a land border with India must be registered with the competent authority to be eligible. Furthermore, if any Indian bidder has a technology transfer agreement with an entity from such countries, registration is still mandatory unless the country is receiving development aid from the Government of India.

The pricing for this contract is to be quoted on a firm price basis. Bidders are required to fill in the item rate in the Excel BOQ template provided online, and GST must be declared as per the dropdown selection. If a GST rate is marked as zero or left blank, the quoted price will be treated as inclusive of GST.

The bidding documents can be accessed and downloaded from the NTPC e-procurement portal. The last date for submission of bids and the bid opening date will be as per the details available on the portal. Any amendments, corrigendum, or extensions to the bid schedule will also be published on the same platform, and bidders are advised to regularly check for updates. Pre-bid meetings and reverse auctions are not applicable for this tender.

NTPC reserves the right to accept or reject any bid or cancel the tender altogether, without assigning any reason.
