AAI Issues Tender For Solar Power Plant At Srinagar Airport Worth ₹93.2 Million

The Airports Authority of India (AAI) has announced a new e-tender for the Design, Supply, Installation, Testing, and Commissioning (DSITC) of a Solar Power Plant at Srinagar International Airport. The tender, issued by the Senior Manager (Engg.-E) at Srinagar, is identified by ID No. 2025_AAI_251985_1 and follows a two-envelope open tender system. This project represents a major step toward promoting renewable energy adoption within airport operations, helping reduce the carbon footprint while ensuring long-term sustainability.

The estimated cost of the project is ₹93,19,462.00, excluding GST. This includes ₹73,56,895.00 for the DSITC portion and ₹19,62,567.00 for the Annual Inter-unit Comprehensive Maintenance Contract (AICMC). The AICMC will cover eight years, starting after the completion of a two-year Defect Liability Period (DLP). The total project timeline for installation and commissioning is fixed at three months, indicating AAI’s intention to implement the solar system swiftly and efficiently.

Bidders interested in participating are required to pay a non-refundable Tender Processing Fee of ₹1,180.00, inclusive of GST, along with an Earnest Money Deposit (EMD) of ₹2,79,584.00. Both payments are to be made online through the Central Public Procurement (CPP) portal. The tender process began with its publication on October 10, 2025, at 18:30 hours. The clarification window for bidders opened the same day and closed on October 17, 2025, at 18:30 hours. The final deadline for submitting online bids is November 1, 2025, at 11:00 hours.

Following submission, the bid opening will take place in two stages. The first stage, Envelope-I, containing the Technical Bid, will be opened on November 3, 2025, at 11:30 hours. The second stage, Envelope-II containing the Financial Bid, is scheduled to open on November 12, 2025, at 11:00 hours. These strict timelines have been set to ensure smooth and transparent evaluation.

To qualify, bidders must meet specific technical and financial eligibility requirements. The firm should have completed at least one similar project worth ₹58,85,516.00 or more in the last seven years. Additionally, the bidder must show an Average Annual Financial Turnover of at least ₹22,07,069.00 and maintain a minimum net worth of ₹11,03,534.00. While the Earnest Money Deposit has been clearly stated, the tender documents do not specify the exact Performance Bank Guarantee (PBG) amount.

AAI has also mentioned that it reserves the right to accept or reject any or all applications without assigning any reason. This project underlines AAI’s continued focus on integrating renewable energy into airport infrastructure, setting an example for sustainable energy practices across the aviation sector in India.
