OREDA Invites Empanelment For Rooftop Solar Projects Across Odisha

Odisha Renewable Energy Development Agency (OREDA) Limited, under the Department of Energy, Government of Odisha, has invited applications for empanelment of contractors to develop rooftop solar photovoltaic (PV) on-grid systems across government offices, institutions and buildings in the state.

The Request for Empanelment (RfE No. 2861) was issued on August 18, 2026. The programme will be implemented on a rate contract basis and will include design, engineering, supply, installation, testing and commissioning of rooftop solar systems, along with a five-year comprehensive maintenance contract (CMC).

The tender will follow a Domestic Competitive Bidding process through an open, single-stage, two-envelope e-bidding system on the Tender Wizard portal. Contractors have been divided into three categories based on their financial and technical eligibility. The required Earnest Money Deposit (EMD) is ₹20 lakh for Category I, ₹10 lakh for Category II and ₹5 lakh for Category III bidders.

The EMD can be submitted through a Demand Draft, Fixed Deposit Receipt or Bank Guarantee in favour of the Chief Executive Officer, OREDA Limited, Bhubaneswar. The security must remain valid for 565 days from the tender publication date, with a 60-day claim period. Bidders must also pay a non-refundable bid cost of ₹10,500 plus GST and a bid processing fee of ₹1,000 plus GST.

OREDA has stated that the bid security will initially serve as performance security for allocated works. However, additional Performance Bank Guarantee (PBG) may be required depending on the work volume. Contractors will face forfeiture of security and pending CMC payments if they fail to achieve the minimum guaranteed 14% Capacity Utilization Factor (CUF) or do not maintain the systems properly.

The pre-bid meeting is scheduled for August 25, while online bids must be submitted by September 11, 2026. Hard copies of required documents are due by September 18, followed by technical bid opening on September 19.

Selected contractors must complete installation within 90 days of receiving the Letter of Intent or Award. Charging and net-meter commissioning must be completed within another 30 days. Bidders must hold a valid Odisha electrical contractor licence and use materials supplied by OREDA-empaneled OEMs in compliance with ALMM requirements.
