ERC Calls for Stronger Grid-Forming Standards as Philippines Accelerates Renewable Energy Integration

The Energy Regulatory Commission (ERC) has underscored the need to strengthen grid-forming standards and update the Philippine Grid Code to ensure system reliability and consumer protection as the country increases the share of renewable energy and inverter-based resources in its power mix.

Speaking at the Huawei Digital Power Philippines Spring Launch Event 2026 on 21 January, held at Shangri-La The Fort in Bonifacio Global City, ERC officials said clear and enforceable technical regulations are critical to maintaining grid stability amid the rapid deployment of renewable energy technologies. The event was themed โ€œEntering the All-Scenario Grid-Forming Era.โ€

Atty. Joan Grace G. Wilson, Chief of the Legal Service Non-Rates Cases Division at the ERC, said the growing penetration of renewable energy requires regulatory frameworks that evolve alongside technological advancements while ensuring consumer protection.

She emphasised that the transition to renewable energy must be supported by modern standards, robust rules and system-ready technologies to safeguard grid reliability and protect end-users.

Engr. Legario L. Galang, Jr., Director of the ERCโ€™s Regulatory Operations Serviceโ€“A, outlined key elements of the proposed amendments to the Philippine Grid Code, noting a stronger focus on inverter-based and grid-forming resources.

He said the proposed revisions aim to formally recognise inverter-based resources, including utility-scale solar photovoltaic projects, battery energy storage systems and hybrid power plants, as active participants in grid operations rather than passive sources of electricity.

The ERC said the proposed reforms are aligned with international best practices and are being developed through open and inclusive public consultations across Luzon, Visayas and Mindanao.

Through these initiatives, the regulator reaffirmed its commitment to guiding the Philippine power sector towards a renewable-driven, resilient and consumer-focused energy system under what it described as the โ€œNew ERC.โ€
