Telecommunications Consultants India Ltd. (TCIL) has invited proposals to appoint a back-end partner for a large solar energy initiative in Tripura, aimed at strengthening electricity access in remote and underserved areas. The state-focused project will involve the design, manufacture, supply, installation, and commissioning of solar photovoltaic (PV) power plants and microgrids, along with associated distribution networks and internal electrification works.
The project is being implemented under the Government of Tripuraโs โSpecial Assistance to States for Capital Investment (SCA)โ program. Through this initiative, the state plans to expand clean and reliable power solutions for habitations that remain difficult to reach through conventional grid infrastructure. TCILโs Expression of Interest (EOI) marks a key step in identifying a qualified partner to support end-to-end execution on a turnkey basis.
According to the EOI, the selected bidder will be responsible for comprehensive project delivery, including a five-year warranty, annual maintenance contract (AMC), and insurance coverage. The scope indicates that TCIL expects a long-term service commitment from the partner to ensure operational reliability and sustained performance of the solar installations.
Eligibility requirements state that bidders must be Indian-registered entities, including companies, proprietorships, or partnership firms. Applicants must also have a positive net worth as of March 31, 2025. Financial qualification criteria include an average annual turnover of at least INR 4.64 crore during the last three financial years. However, Micro and Small Enterprises (MSEs) and Startups are provided a relaxation, with a reduced turnover requirement of INR 3.86 crore.
In terms of technical capability, bidders must demonstrate prior experience in installing off-grid, hybrid, or grid-connected solar power plants within India. This condition highlights TCILโs emphasis on selecting a partner with proven expertise in deploying solar systems under varying site and grid conditions.
The EOI was posted on January 21, 2026. Bid submission opened the same day at 18:30 hrs and will close on February 2, 2026, at 10:00 hrs. The technical bids are scheduled to be opened on February 2, 2026, at 12:00 hrs, while the financial bid opening date will be announced later.
Bidders are required to submit an Earnest Money Deposit (EMD) of Rs. 5,00,000, valid for 210 days, through permitted payment instruments such as demand draft, bank guarantee, electronic transfer, or insurance surety bond. A tender fee of INR 10,000 plus 18% GST is also applicable, although exemptions are available for eligible MSEs and Start-up Enterprises. Offers must be submitted through the GePNIC portal. The project also aligns with the โMake in Indiaโ policy, requiring undertakings related to local content compliance.
