The Indian Institute of Technology (IIT) Roorkee has invited bids for procuring solar power through a captive or group captive solar power plant under an open access arrangement. The institute has issued a Request for Proposal (RFP) to engage experienced agencies for developing the project, as part of its efforts to ensure a long-term and sustainable energy supply through renewable sources.
Under the proposal, the selected developer will be required to set up the solar power plant within nine months from the date of award of the contract. The bidding process will be conducted online through the Central Public Procurement Portal, and only agencies with prior experience in open access solar projects will be considered. To qualify technically, bidders must have successfully commissioned at least one open-access power project of at least 1 MWp capacity during the last seven years.
The scope of work for the selected agency will cover the complete lifecycle of the project. This includes identifying a suitable site, acquiring land, designing the plant, arranging approvals, installing the system, and managing long-term operation and maintenance. The project will be developed in compliance with applicable regulations and policies, including the Uttarakhand State Solar Policy 2023. The developer will also be responsible for ensuring registration of the solar plant with relevant state authorities, such as the Uttarakhand Renewable Energy Development Agency (UREDA).
The RFP outlines several financial requirements that bidders must meet. An Earnest Money Deposit of โน10 lakh is mandatory and can be submitted in the form of a bank guarantee, demand draft, bankerโs cheque, or fixed deposit receipt. After receiving the Letter of Acceptance, the successful bidder must submit a Performance Bank Guarantee equivalent to 110% of IIT Roorkeeโs equity contribution. In addition, once the solar plant is commissioned, the developer will need to provide a security deposit equal to 5% of the estimated electricity consumption cost for one year.
The tender follows a defined timeline. The tender was published on January 31, 2026, and the clarification window remains open until February 7, 2026. Online bid submissions will begin on February 9, 2026, and close on February 22, 2026. The technical bids are scheduled to be opened on February 23, 2026.
As per the RFP, the Power Purchase Agreement will be valid for a fixed term starting from the commercial operation date. The base tariff quoted by the developer will remain unchanged for the entire PPA period. Through this initiative, IIT Roorkee aims to reduce its dependence on conventional power sources and move towards cleaner and more reliable energy, while following all regulatory requirements at the state and national levels.
