ITI Limited, a Government of India undertaking, has invited a Short Expression of Interest (EOI) to select a business partner for executing grid-connected rooftop solar power projects across Uttar Pradesh. The scope of work includes the design, supply, installation, commissioning, and maintenance of rooftop solar power plants. This move follows ITI Limitedโs recent expansion into the solar project business, which is supported by its in-house solar module manufacturing facility.
The proposed projects are intended to meet the requirements of end customers, with specific reference to a GeM bid floated by the Rural Works Department. Through this initiative, ITI aims to strengthen its presence in the renewable energy sector while supporting the deployment of rooftop solar systems in government-related projects across the state.
To be eligible for participation, bidders must be incorporated in India as a company, limited liability partnership, partnership firm, or sole proprietorship. The bidder should be actively engaged in solar or electrical works. As part of the technical eligibility criteria, bidders are required to have successfully commissioned a cumulative solar capacity of at least 500 kilowatts over the past five years. This experience requirement is aimed at ensuring that only capable and experienced entities participate in the project.
Financial eligibility is also an important part of the evaluation process. Interested bidders must have a positive net worth and should have maintained a minimum average annual turnover of โน16.25 crore during the last three financial years. These financial benchmarks are intended to ensure the financial stability of the selected partner for project execution and long-term maintenance responsibilities.
The selection of the business partner will be carried out through a two-bid system, consisting of separate technical and financial evaluations. All bids must be submitted only through the official ITI Limited online portal. Physical submissions or bids through other platforms will not be accepted.
As part of the financial requirements, all bidders are required to submit an Earnest Money Deposit of โน16.50 lakh. The EMD must be paid through online transfer to the bank account of ITI Naini. No exemptions have been provided for this payment. The successful bidder will also be required to submit a Performance Bank Guarantee or security deposit. The value and validity of the PBG will be as per the requirement specified by the end customer, the Rural Works Department.
Key dates for the EOI process have been announced. The EOI was issued on January 31, 2026, at 5:00 pm. The last date for seeking clarifications is February 4, 2026, at 5:00 pm. Bid submission will close on February 7, 2026, at 10:00 am, followed by the opening of technical bids at 10:30 am on the same day.
Payment to the selected partner will be made on a back-to-back basis, meaning ITI Limited will release payments only after receiving funds from the end customer. The contract will be governed by Indian law, with exclusive jurisdiction vested in the courts at Prayagraj.
