CBK 797MW Pumped Hydro Plant Boosts Philippines’ Clean Energy Transition

The Energy Regulatory Commission (ERC), represented by Commissioner Floresinda G. Baldo-Digal, expressed its support for the ceremonial turnover of the Caliraya–Botocan–Kalayaan (CBK) Pumped Hydro Storage Plant, held on Monday, 09 February 2026, at the Kalayaan Plant Complex.

The CBK Hydroelectric Power Plant (HEPP), one of the largest hydropower facilities serving the Luzon grid, plays a critical role in ensuring a stable and reliable electricity supply. The facility not only generates renewable energy but also provides flexible, dispatchable capacity and operates pumped-storage units, functioning as large-scale energy storage. This capability helps manage fluctuations from solar and wind power generation, ensuring electricity is available when and where it is needed.

The turnover marked the official handover of the 797-megawatt CBK hydroelectric complex from the Power Sector Assets and Liabilities Management Corporation (PSALM) to the Thunder Consortium under the project name Cleanergy 9 Power, Inc. The consortium is composed of Aboitiz Renewables, Inc., Sumitomo Corporation, and Electric Power Development Co., Ltd. (J-POWER). This milestone supports the government’s ongoing drive to strengthen the nation’s energy infrastructure and accelerate the transition to clean energy, delivering reliable and sustainable power to Filipino households and businesses.

During the event, President Ferdinand “Bongbong” Marcos Jr. emphasized the administration’s commitment to improving the energy sector, stating: “We, in government, continue to strengthen the systems in our energy sector — by improving policies, processes, and partnerships to ensure that energy reliability and affordability are sustained in the long term.”

The ERC reiterated its support for initiatives that enhance the country’s energy system, underscoring its dedication to reliable, sustainable, and clean electricity for the Philippines.
