West Bengal Green Energy Development Corporation Ltd (WBGEDCL), a Government of West Bengal company, has invited electronic tenders for a new renewable energy project in the state. The project involves setting up a 1 MWp grid-connected rooftop solar photovoltaic (GRTSPV) power plant along with a Battery Energy Storage System (BESS) of 0.5 MW/1.8 MWh capacity. The project will be installed at the Malda Layer Farm located in the Malda district of West Bengal.
The work includes complete design, engineering, procurement, supply, installation, testing, and commissioning of the solar power plant and the battery storage system. The scope also covers the operation and maintenance of the project for a period of five years from the date of commissioning. The project is being funded under RIDF-XXXI.
The total estimated cost of the project is โน11.06 crore, including GST. WBGEDCL has specified several financial requirements for bidders. The tender fee is โน10,000 plus 18% GST, which is non-refundable. The Earnest Money Deposit (EMD) has been fixed at โน22.12 lakh. The selected bidder will also have to submit a Performance Bank Guarantee (PBG) equal to 10% of the Letter of Award value. In addition, if a bidder quotes 80% or less of the estimated project cost, an additional security performance of 10% will be required.
To participate in the bidding process, companies must meet certain eligibility criteria. The bidder should be a registered company or firm in India and must have an operational office in West Bengal for at least one year. On the technical side, the bidder must have experience in executing similar solar projects of at least 0.5 MWp capacity and battery energy storage installations of at least 20 kW/40 kWh during the last five years. These projects should have been completed for government institutions or public sector undertakings. Financially, the bidder must have a minimum average annual turnover of at least 30% of the estimated project cost during the last three financial years.
The entire bidding process will be conducted online through the West Bengal government tender portal. After the site is handed over, the successful contractor will have 120 days to complete the installation and commissioning of the project.
As per the schedule, document download started on February 6, 2026. The last date for pre-bid queries is February 11, 2026, followed by the pre-bid meeting on the same day. Bid submission will close on February 27, 2026, and the technical bids will be opened on March 2, 2026.
