NTPC Limited Invites Bids For BESS Site Works At Simhadri Power Station In Andhra Pradesh

NTPC Limited has invited bids for site enabling works for a Battery Energy Storage System (BESS) at its Simhadri Super Thermal Power Station in Visakhapatnam, Andhra Pradesh. The tender has been issued through a domestic competitive bidding process and will follow a single-stage, two-envelope system. Under this process, bidders will need to submit both a Techno-Commercial Bid and a separate Price Bid.

The work under this tender mainly involves essential site preparation activities required before the installation of the Battery Energy Storage System. NTPC has clearly stated that the entire scope of work must be completed within three months from the date of commencement. The timeline is strict, indicating that the company expects quick execution of the preparatory activities. Interestingly, there are no specific qualifying requirements or defect liability period mentioned for this particular package.

In terms of financial requirements, NTPC has kept the Earnest Money Deposit (EMD) amount as Nil for this tender. However, bidders must still submit a valid Bid Security. For bid security amounts up to โ‚น1,00,000, payment must be made online through the e-procurement portal. If the amount exceeds โ‚น1,00,000, bidders can submit a Bank Guarantee or an Insurance Surety Bond.

The Performance Bank Guarantee (PBG) or Security Deposit has been fixed at 5 percent of the total contract value. The contract will be awarded on a fixed price basis, which means there will be no provision for price variation during the contract period. This provides clarity to bidders regarding financial planning and cost control.

The tender is open only to Class-I local suppliers. Bidders must confirm through the tendering portal that the required local value addition is carried out at their premises in India. Micro and Small Enterprises (MSEs) can claim benefits such as purchase preference and exemption from EMD, provided they submit a valid Udyam Registration Certificate. However, these benefits will not apply to works contracts or to traders and dealers of goods.

All important dates, such as bid submission (25th Feb 2026) and opening dates (26th Feb 2026). For Bank Guarantees, NTPC has made it mandatory to follow the Structured Financial Messaging System (SFMS) procedure. The beneficiary bank for such transactions is ICICI Bank Limited, Connaught Place Branch, New Delhi.
