The Electricity Department of the Government of Goa has floated a major solar power tender for the installation of renewable energy systems at Goa Engineering College (GEC), Ponda. The project involves the design, procurement, supply, erection, testing, and commissioning of a 5 MWp ground-mounted solar power plant along with a 100 kWp rooftop solar system. The scope also includes the development of evacuation infrastructure and a comprehensive 10-year operation and maintenance (O&M) contract. The total estimated cost of the project stands at approximately โน31.15 crore (โน31,14,82,600).
The initiative reflects the stateโs continued push toward expanding clean energy capacity and reducing dependence on conventional power sources. By integrating both ground-mounted and rooftop solar installations, the project aims to optimize available land and building infrastructure within the GEC campus.
The tender process will follow a two-envelope system comprising a techno-commercial bid and a financial bid. Interested bidders must pay a non-refundable tender form fee of โน1,500 and a tender processing fee of โน6,000 to participate. To qualify, bidders are required to hold a valid electrical contractor license for 33 kV and above issued by the Government of Goa. In addition, companies must be registered solar vendors with the Goa Energy Development Agency (GEDA).
The project timeline is clearly defined. The successful bidder will be required to complete the entire project within 12 months, including the monsoon season. After commissioning, a mandatory guarantee period of 24 months will apply. The selected contractor will also be responsible for long-term maintenance of the system under the 10-year O&M agreement.
Financial requirements have been specified in detail. An Earnest Money Deposit (EMD) of โน41,41,826 is mandatory. Of this, at least โน20 lakh must be paid online through e-payment, while the remaining amount can be submitted in the form of a Bank Guarantee. A Performance Bank Guarantee (PBG) equivalent to 5 percent of the total work order value must be deposited within the prescribed period for commencement. Additionally, a security deposit of 2.5 percent of the work order value will generally be deducted from running bills.
According to the schedule, the tender was published on February 19, 2026. The pre-bid meeting is scheduled for February 25, 2026, while the bid submission deadline is March 10, 2026. Techno-commercial bids will be opened on March 12, 2026, and financial bid dates will be announced later. All bids must remain valid for 180 days. Bidders are advised to conduct detailed site surveys at GEC before submitting proposals.
