NVVN Invites Bids For Rooftop Solar Projects At AIIMS Raipur And AIIMS Bhopal

NTPC Vidyut Vyapar Nigam Limited (NVVN), a wholly owned subsidiary of NTPC Limited, has issued an Invitation for Bids (IFB) for the development of an 850 kW grid-connected rooftop solar power project. The project will be installed at two major healthcare institutions, AIIMS Raipur and AIIMS Bhopal.

The bidding process will be conducted through domestic competitive bidding on a single-stage, two-envelope system. This means that bidders will need to submit separate techno-commercial and price bids. The tender has been structured to ensure transparency and technical compliance, along with competitive pricing.

Under the scope of work, the selected EPC contractor will be responsible for the complete execution of the project. This includes design, engineering, supply of equipment, installation, testing, and commissioning of the rooftop solar systems. In addition, the contractor will handle a comprehensive 10-year operation and maintenance (O&M) period. The scope also covers obtaining all required permits and approvals, including those related to net metering and grid connectivity.

Participation in the tender is limited to NVVN-eligible enlisted bidders. In line with the Public Procurement (Preference to Make in India) Order, only Class-I and Class-II local suppliers are allowed to participate. Bidders from countries sharing a land border with India must be registered with the competent authority to be eligible. These provisions are aimed at promoting domestic manufacturing and ensuring compliance with national procurement policies.

A mandatory site survey has been made a critical requirement for participation. Bidders must submit an undertaking on their official letterhead confirming that they have visited the project sites. Any bid submitted without this confirmation will be rejected.

On the financial side, the project will be funded through internal resources or commercial borrowings, either domestic or external. All bidders must submit a Bid Security or Earnest Money Deposit (EMD) of Rs 5,00,000. Bids without a valid EMD will be treated as non-responsive. Details regarding any Performance Bank Guarantee are expected to be provided in the complete bidding documents.

All tender activities will be carried out through the Government e-procurement portal GePNIC. Interested bidders must use a valid Class-3 Digital Signature Certificate for submission. Key dates related to issuance, queries, and bid submission are available on the portal. For further clarification, bidders may contact the Senior Manager (C&M) at the NVVN Engineering Office Complex in Noida.
