NVVN Invites Bids For 0.6 MW Rooftop Solar Project At NEIGRIHMS Shillong, Meghalaya

NTPC Vidyut Vyapar Nigam Limited has invited bids for setting up a 660 kW grid-connected rooftop solar power project at North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences in Shillong. NVVN, a wholly owned subsidiary of NTPC Limited, is conducting this tender through a domestic competitive bidding process.

The bidding will follow a single-stage, two-envelope system. This means that bidders must submit both their techno-commercial proposals and price bids separately within the same process. The entire tender process will be conducted online through the GePNIC portal, and participants are required to use a valid Class-3 Digital Signature Certificate (DSC) to submit their bids.

The scope of work for the selected bidder is comprehensive. It includes the complete design and engineering of the rooftop solar system, procurement and supply of equipment, civil construction, installation, testing, and final commissioning of the project. In addition to this, the contractor will also be responsible for integrating the solar system with the existing electrical infrastructure and grid. The project also includes operation and maintenance (O&M) services for a defined period after commissioning, ensuring long-term performance and reliability.

A key requirement in this tender is the mandatory site survey. All interested bidders must visit the project site before submitting their bids. They are required to provide an undertaking confirming that the site visit has been completed. Failure to submit this declaration will lead to outright rejection of the bid, highlighting the importance NVVN is placing on proper project assessment by bidders.

Eligibility conditions specify that only “Class-I local” or “Class-II local” suppliers, as defined under the Public Procurement (Preference to Make in India) Order, can participate. Additionally, the tender is limited to bidders who are already enlisted and approved by NVVN.

From a financial perspective, bidders must submit an Earnest Money Deposit (EMD) of ₹5 lakh. This amount is to be paid through Electronic Fund Transfer (EFT) to NVVN’s designated bank account.
