Lumino Industries Emerges L1 Bidder For ₹176 Crore Assam 220/132KV Morigaon Substation Project

Lumino Industries Limited has emerged as the lowest bidder (L1) for a major power infrastructure project in Assam. The company secured the position with a competitive bid of ₹176.14 crore. The project involves the construction of a 220/132KV AIS substation at Morigaon along with associated transmission lines. The tender was issued by Assam Electricity Grid Corporation Limited (AEGCL) under its Externally Funded Projects division. Registered under Tender ID 2026_AEGEF_51097_2 and Tender Reference AEGCL/MD/AIIB/PKGP-II-E/2026, the project is planned to be completed within three years.

A total of seven bidders participated in the commercial evaluation. Shyama Power India Limited finished as the second lowest bidder (L2) with a bid of ₹193.99 crore, which is 10.13 percent higher than the L1 quote. M/S Badri Rai & Company stood third (L3) with ₹220.82 crore, showing a 25.37 percent difference from the lowest bid. Kanti Prasad Mittal was fourth (L4) with ₹239.89 crore, marking a 36.19 percent gap from the L1 bid.

Four bidders qualified in the financial stage, while three firms were disqualified in the technical round. Cabcon India Limited, HIGH-TECH ECOGREEN CONTRACTORS LLP, and R.S. Infraprojects Pvt. Ltd. did not clear the technical evaluation and were excluded from the financial opening. With the evaluation process completed, Lumino Industries Limited is expected to move ahead toward project execution, strengthening Assam’s transmission network and improving regional power infrastructure reliability.

Officials said the project will significantly improve grid stability in central Assam and support future renewable integration while ensuring better connectivity for industrial and residential consumers across the region in the coming years, and strengthen overall economic development and energy security in the state of Assam.
