NTPC Renewable Energy Limited (NREL), a wholly owned subsidiary of NTPC Limited, has invited bids for the development of a 240 MW grid-connected solar photovoltaic (PV) project near Devikot in Rajasthan. The project will be awarded through a domestic competitive bidding process using a single-stage, two-envelope system comprising a Techno-Commercial Bid and a Price Bid. The bidding process will conclude with a reverse auction to determine the successful contractor.
The selected Engineering, Procurement, and Construction (EPC) contractor will be responsible for the complete development of the solar project. The scope of work includes design, engineering, manufacturing, supply, installation, testing, and commissioning of the solar power plant. In addition, the contractor will undertake site grading, construction of tracker-based module mounting structures, development of internal roads and drainage systems, installation of module cleaning systems, SCADA infrastructure, and CCTV surveillance along the project perimeter. The contractor will also be responsible for electrical connectivity up to the 33 kV pooling substation and will provide operation and maintenance services for a period of three years after commissioning.
NREL plans to finance the project through its internal resources and borrowings. According to the tender schedule, bidding documents are available for download and examination from June 3, 2026, to June 12, 2026, until 5:00 PM IST. Interested bidders can submit technical and commercial queries before the pre-bid conference scheduled for June 15, 2026. No additional queries will be accepted after the conference.
The deadline for submission of both the Techno-Commercial and Price Bids is June 26, 2026, at 2:00 PM IST. The Techno-Commercial Bids will be opened on the same day at 2:30 PM IST. While the bidding documents are available free of cost, bidders are required to submit an Earnest Money Deposit (EMD) or Bid Security of INR 10 crore. This security must be submitted separately or through Electronic Fund Transfer with valid proof of payment. Any bid submitted without the required EMD will be treated as non-responsive and rejected.
The tender also specifies detailed eligibility requirements. Bidders must have successfully engineered and commissioned grid-connected solar projects with a cumulative capacity of at least 40 MWp, including one project of 10 MWp or more that has been operational for a minimum of six months. Alternatively, developers or EPC contractors that have executed a large industrial project worth at least INR 170 crore along with a 33 kV substation within the last ten years may also qualify.
On the financial side, bidders must have achieved an average annual turnover of at least INR 170 crore during the previous three financial years. Their net worth must also be equal to or greater than 100 percent of their paid-up share capital. Interested participants are required to register on the ETS portal, sign a mandatory Non-Disclosure Agreement, and comply with applicable government guidelines concerning entities from countries sharing land borders with India.
